Even before the COVID-19 Pandemic, higher education has been facing unprecedented threats to existing business models. Small, private colleges heavily dependent on tuition revenue are particularly at risk. These at-risk small, private colleges need to make significant changes if they are to stave off decline and turn themselves around. Most of the literature on turnarounds of colleges and universities is focused primarily on the president, and is largely the reminiscences of former presidents. Conventional forms of leadership that are prominent in organizational life today are seemingly antithetical to the landscape of our dynamic, global society. This dissertation examines the history and impact of color-blind educational reform in the post-Brown era on racial inequality of educational opportunities and outcomes in America's public schools. Through the lens of critical race theory and race critical theory, the dissertation employs a dual analysis. A macro analysis of the evolution and impact of colorblind educational reform on the national level is juxtaposed with a micro, case-study analysis of the history of color-blind educational reform at a historically Black high school.
