School principals in Illinois face an ethical dilemma when evaluating tenured teachers. Giving an unsatisfactory rating and placing a tenured teacher under a remediation plan opens the door to a time-consuming process filled with legal and financial issues that will strain relationships in the school. However, giving a less than honest rating results in leaving the teacher in the classroom and not making decisions in the best interest of students.

Every decision made subjects him/her to the scrutiny of staff and faculty, students, central office personnel, parents, community members, and board members. Contemporary principals are asked by their superintendents to lead reform efforts effectively or face the possibility of dismissal. American Sign Language (ASL)-English interpreting education, which began as a community apprenticeship and vetting process, has within the last several decades moved into higher education. Most recently, the number of baccalaureate-granting ASL-English interpreting programs have continued to increase while the number of associate's degree programs has remained steady. This shift to higher education and to four-year colleges in particular has received little empirical analysis.
