In an age of educational accountability, the ability of a school leader to create a strong community partnership with parents is not only seen as important, but vital for improving school success School leaders are expected to create an atmosphere conducive for student learning and parent involvement. Recent studies have noted the increasing communication between parents and students while students are in college (College Parent, 2007; Hofer & Moore, 2010). The most recent study noted that the interaction between parent and student during the last year of college averages over 13 times a week (Hofer & Moore, 2010). Author's abstract: The purpose of this study was to understand both contributors and barriers to use of the Georgia Special Needs Scholarship (SB10). Although SB10 was designed to offer parental choice of schools for students with disabilities, it has diminished the capacity of parents to access due process granted through IDEA. Perspectives in this study were provided by parents who chose to rescind their child's participation in the voucher program and parents who continued to access the voucher.
