Working Toward “Achievement”: Key Considerations For Providing Access To Equitable Opportunities To Students With Disability Labels, Kyle William Resch

School personnel are accountable for the academic “achievement” of students with and without disability labels (Every Student Succeeds Act [ESSA], 2015). In Wisconsin, “achievement” is measured via performance on standardized academic assessments (Wisconsin Department of Public Instruction [DPI], 2019). The use of these assessments privileges White middle-class students without disability labels (Ladson-Billings, 2006). Outcomes have been used to shame schools’ so-called poor performance while ignoring other indicators of success such as instilling real-world problem-solving skills, building positive learning communities, using a critical lens, and engaging in social activism (Connor et al., 2019).Many students with disability labels now receive instruction in …

Frame-Bending Quality: Leading Through Discourses Towards Equity And Student Success, Christopher F. Mcgrath

In 2018, the Government of Ontario introduced a post-secondary accountability framework that attributes up to 60% of colleges’ annual public funding to the achievement of ten government-directed performance outcomes. The new framework’s shift from the previous enrollment-based funding model intensifies neoliberal and post-structural policy discourses of quality and accountability, further relegating social inequities to the margins of post-secondary education. At the same time, burgeoning social movements have appealed to governments and post-secondary institutions to dismantle systemic barriers that impede students from equity-deserving communities from accessing and flourishing in college. In December 2018, the Dean of Academic Affairs (DAA) was approached by the coach and members of the Southtown Community College (STC) basketball team regarding academic support for the team. The academic affairs team would delve into this situation and discover several areas where the college had failed these students. This study examines the conditions and climate that lead to the maltreatment of Black male student-athletes at STC and the feedback from the students affected. The feedback from these student-athletes gives a glimpse of their feelings of being mistreated because of their race and arguably their gender. The three goals …

This study was a program evaluation of educator cultural proficiency in a suburban school district in Illinois from 2019-2020. The primary research question explored was how school leaders can support teachers to become culturally proficient in order to support underserved students. Employing a qualitative research methodology, with data gathered from school leader and teacher interviews, and document analysis, this study identified key components to improve culturally proficient practices. Policy implications and recommendations highlight the following: ensure that all staff members examine and eliminate institutional beliefs, policies, practices, and teaching that perpetuate racial inequalities; implement culturally relevant practices; and prepare all …

The purpose of this study was to examine the relationship between intra-district per-pupil expenditures in five middle schools in within the same school division using an equity audit. Broadly, the distribution of resources was examined. Specifically, how intra-district per-pupil expenditures influenced horizontal and vertical equity measures was explored. This qualitative case study explores the leadership values and practices of a principal in a sixth through twelfth-grade school in the Rocky Mountain West to determine how leadership values and practices support the implementation of equitable and socially just practices in the school. Five key themes emerged: (a) equity as a Black/non-Black construct; (b) a lack of knowledge and awareness of the historical contexts of marginalized populations; (c) moral courage for all members of the school; (d) equity as an initiative or program; (e) resistance to deep equity work. Strategies to recruit and hire faculty and staff of color to the Commonwealth of Kentucky’s population levels have continued for 57 years. From Title VI of the Civil Rights Act of 1964 to the Kentucky Plan in 1982 to the Strategic Plan for Kentucky Higher Education from 1982 to 1995, to the Kentucky Council on Postsecondary Education’s 2010-2015 Policy and Framework for Institution Diversity Plan to its current 2016-2021 Diversity, Equity, and Inclusion Policy. The Advanced Placement (AP) Program has become ubiquitous in terms of earning college credit during high school. Since the College Board incorporated it in 1956, the AP Program has grown to include 38 courses across seven subjects/categories. Recently, approximately half the states have passed legislation guaranteeing credit towards an undergraduate degree contingent on passing AP Exam scores. Many studies, especially those from the College Board, have shown that students who pass AP exams are more likely to succeed in other academic areas, including earning higher undergraduate GPAs and graduating with an undergraduate degree in less time. This dissertation explores the instructional decision making of White female community college developmental literacy instructors in order to better understand pedagogical practices that impact educational inequities for Black male students in developmental literacy classes. Historically, the U.S education system has underserved Black male students, and college success rates demonstrate that educational inequities persist for Black male students today. Despite attention given to the increasing diversity in higher education, greater barriers to college access and degree attainment exist for many minoritized groups in comparison to dominant groups. Research illustrates that campus climate for diversity, a systemic concept, plays a critical role in the success of minoritized groups. Additionally, institutional accreditation is a critical process, and it may be a catalyst for systemic change. However, there is little research on the relationship between the regional accreditation process and institutional change, with even less research on the impact of accreditation on campus climate for diversity.
