In the mid-1900s there were over eighty thousand public school buildings in the United States housing approximately thirty-nine million pupils. Many were constructed thirty or forty years earlier and have approached the end of their useful life without requiring major retrofitting or replacement. Rising construction costs prompt school systems to investigate alternative means of housing rapidly growing student populations. This study traced the historical background of the school facility and the development of school construction relative to the function of education.

This project for the Van Buren Vocational-Technical Center, Lawrence, Michigan, was designed to provide management with an instrument to assist them in their annual vocational program planning activities. The result was the development of a decision-making model that applies objective evaluative methods for determining occupational program additions, revisions, and terminations.

The model employs separate matrix worksheets for adding, revising, and terminating job training programs. The economic development of the city of Odessa flourished when oil was discovered in the Permian Basin. Oil field service businesses opened which provided jobs for the educated as well as for the uneducated. These available jobs encouraged people to move to Odessa. In 1958, Pease Elementary was built. The area around the school was being developed by local developers. The city grew to the east which decreased development in west Odessa. The purpose of this study was to investigate the congruence of perceptions of ideal and real leadership behavior of principals in Catholic elementary and high schools located in the Archdiocese of Detroit. The Leadership Behavior Description Questionnaire (Halpin, 1957a), (LBDQ) developed through the College of Administrative Sciences at Ohio State University, was used. An instrument developed by the researcher was used to collect data on age, gender, experience and religious or lay status of principals and teachers.

The purpose of this study was to identify personality types among dental hygiene school administrators and faculty and to determine if correlations existed between leader style, ideologies of leader style, perceived effectiveness, and personality type. Selected demographic variables were also examined. The dimensions of personality investigated were derived from the Myers-Briggs Type Indicator: extroversion, introversion, sensing, intuition, thinking, feeling, judging, and perceiving. The leadership behavior dimensions were the two dimensions of the real and ideal Leadership Behavior Description Questionnaires: consideration and initiating structure. In 1979, President James E. Carter signed into law the thirteenth Cabinet-level office, the Department of Education. Although the United States has had a department, bureau, or office of education since 1867, the newly established Department of Education gave education a seat at the Cabinet table. Since that time, four individuals have served as secretaries: Shirley M. Hufstedler, Terrel H. Bell, William J. Bennett, and Lauro F. Cavazos. The purpose of this study was to compare teachers' perceptions of principal effectiveness in secondary schools nominated for the National Secondary School Recognition Program and a randomly selected sample of schools not nominated for the National Secondary School Recognition Program in Tennessee. Evaluation of principal effectiveness was based upon teachers' perceptions as measured by the Audit of Principal Effectiveness, (APE). The data were gathered by mail survey. Universities are faced with an aging workforce and threatened with deficits in number and quality of replacements for retirees. New policies and programs affecting retirement and workforce re-entry are taking shape. This points to the need for research on the factors used by faculty members in the retirement decision-making process.

The purpose of this study was to identify priority components and measurement standards of an effective K-6 At-Risk Program, then develop a resource guide for At-Risk program managers. A survey was sent to the Washington school districts with at-risk programs in place, as identified by the "Student Retention and Retrieval Program" handbook issued by the Office of the Superintendent of Public Instruction. The survey was successful in helping identify the most effective program components: individual and small group counseling, classroom presentations with published materials, parent education, attendance monitoring, and peer/adult tutors. The purpose of this project was to develop a philosophy and procedures manual for the Walla Walla School District's center-based special education preschool program. Twenty-five school districts were asked if they possessed a philosophy and procedures manual. Six of those school districts possessed a parent manual. None of the districts possessed a procedures manual.

A manual was developed through interview of staff members and adaptation of Head-Start procedures. The manual contains procedures for abuse and neglect reporting, emergency/health, referral, child-find, extended school year, transition, teacher planning, and a parent orientation manual.

An implementation handbook for principals who wish to begin an advisory program at the secondary level was developed. Thirtynine principals from middle schools and high schools in Washington State were surveyed concerning the need for advisement programs at the secondary level. Questions concerning need, scheduling, evaluation, in-service, and program administration were asked in the survey. The information from the survey, as well as information contained in the literature, was used in the development of the implementation handbook.

A handbook for activities coordinators in AAA-size high schools was developed. The result of the study indicated that management of student activities was moving to the supervision of an assistant principal, and that a representative document for implementation and organization of student activities was needed. Further, the study demonstrated that a handbook for advisors and for students needed to be developed to complete the organizational loop.

Data were collected from all AAA-size high schools. Representative common job responsibilities for a half-time activities coordinator were provided. Recommendations from the conclusions were discussed.

The practice of job sharing, in which two teachers share the responsibilities of one teacher, is described. A comprehensive review of related literature is presented. Perceptions of those directly affected by the practice in one school district were gathered through 70 structured interviews with elementary principals, job sharing teachers, full-time teacher colleagues, students in job sharing classrooms, and parents. The study reveals predominantly positive reactions to the practice, and supports continuation of job sharing as an employment option for teachers.

Two major hypotheses were tested. The purpose of this study is to determine the effects of the Effective Teaching Network (ETN), a program designed to develop collaboration among teachers. This study employs the pretest/posttest nonequivalent comparison group design. The treatment group (n = 75) represents an intact group of teachers who participated in the ETN pilot program. Thirty teachers participated in the direct level of treatment, and 40 teachers participated in the indirect level of treatment. The comparison group (n = 77) represents an intact group of teachers who were matched with the treatment group on teacher characteristics and pretest scores.
