The purpose of this qualitative grounded theory study was to create a student leadership development model specific to secondary students in a private Christian Hawaiian school system. The paradigm that guided this study was Kouzes and Posner’s (2012) transformational leadership theory as it provides a framework of leaders equipping, encouraging, assisting, and serving others in order to empower them to lead others in the same way. Liberty University in Lynchburg, Virginia has expanded since 1971 to become the largest Christian university in the world. Liberty will be used in this paper as a contemporary example of a Christian university that has maintained its Christian commitment. Liberty will be contrasted with numerous Christian colleges and universities that had similar missions but have eventually lost their religious affiliations and their Christian-oriented focus. The purpose of this study is to develop and field-test the School Leader's Special Education Decision-Making Scale and to determine its validity and reliability for use with Christian school leaders. This 11-item scale, derived from the literature, measures the attitudes of Christian school leaders towards decisions to implement a special education program based on four factors: shared vision, parental considerations, teacher input, and religious concerns. This study was exploratory in nature and sought to extend a previous qualitative study by determining a way to quantify six intangible factors identified in that study.
