This quasi-experimental value-added study provided evidence for the predictive validity of the Massachusetts MTEL General Curriculum Mathematics Subtest by finding an association between the licensure test results of 130 teachers and the growth of their 2640 grade 4 and 5 students. The study took advantage of a natural experiment that arose due to a policy change made by the Massachusetts Department of Elementary and Secondary Education (MADESE) in response to the initial administration of a new highly rigorous math-specific licensure subtest for elementary and special education teachers in March, 2008. This study begins with a review of court cases that have helped shape public education in America. Following the review is an analysis of federal reform in education from 1965 to the present, paired with educational leadership literature to highlight a disparity in what federal mandates and state policies have in place for accountability measures. The study ends with a state analysis of Illinois and Iowa to find the strengths and weaknesses of state policy in the area of principal accountability.

KIPP Delta College Preparatory School (KIPP: DCPS), an open-enrollment charter school, opened in 2002 in Helena, Arkansas. Since its opening, KIPP: DCPS students have consistently outperformed their peers in the Helena/West Helena School district, and moreover, recent test scores suggest that white students and minority students are achieving at the same rate, essentially eliminating the achievement gap that persists between whites and minorities elsewhere in the state. In fact, KIPP's achievement record was so influential that when Arkansas lawmakers instituted a cap on the number of open-enrollment charter schools in the state, they made an exception for KIPP, essentially allowing …

After a long process of judicial action, states have revised the education funding distribution systems to meet the legal requirement of providing both horizontal and vertical funding equity between districts (interdistrict) in the state. A major part of the judicially required reforms was a shift to weighted student funding or funding which provides differential amounts of education funding dependent on the estimated needs of students based on their individual characteristics. However, little research has been done to examine the equity of the funding distribution systems between schools within districts (intradistrict).

For decades, theories of bureaucracy have emphasized the importance of organizational mission in thriving organizations. This dissertation will examine the role of organizational mission in schools, particularly, a sample of schools that participate in the Milwaukee Parental Choice Program, the nation's oldest and largest school voucher program. Using teacher and school leader survey data, coupled with measures of student achievement, it will measure mission coherence and correlate it with a variety of outcome variables of interest. It will also take a particularly close look at the role of mission in religious schools.

High schools are tirelessly pondering ideas of enhancing the learning environment by increasing academic engagement and safety. This phenomenology study was designed to report and analyze the perceptions of selected students about their academic engagement and safety while attending one high school. Data for this study were obtained through interviews that were conducted on two levels: focus group and individual interviews. The results indicate that uniforms by themselves have little to do with a student's academic engagement. During the last fifty years, nearly half of all students who entered a two- or four-year university withdrew without obtaining a degree. Students from low socioeconomic backgrounds, ethnic minority students, and students who were the first in their family to attend college were particularly vulnerable to this attrition. Inmates face challenges in obtaining employment once they leave prison because many are undereducated and lack work skills. This study examined demographic and criminogenic variables of inmates in Michigan Department of Correction's (MDOC) Community and Employment Readiness Training (CERT) and Michigan State Industries (MSI) programs that were associated with their scores obtained on the WorkKeys® assessment test. MDOC uses the WorkKeys® to assess the gaps between inmates' current job readiness skill level and skills needed for various types of jobs upon release. Historically, gender occupational stereotyping has mainly affected women across numerous social areas. Given that political socialization plays a key role in the classroom, analyzing the gendered language and images in textbooks can help determine social expectations and the efficacy of gendered policies. Previous works suggest that elementary textbooks (through gendered words and images) structure children's perceptions of women's and men's occupations. As global demands for workers in the science, technology, engineering and math (STEM) fields persist, there are increased opportunities for historically underrepresented African-American and Latino youth to fill STEM career pipelines. African-American and Latino youth have long faced disproportionately high unemployment rates. Joblessness has been complicated by lower high school graduation rates for African-American and Latino youth. Significant federal and state funding has been allocated to address this state of affairs. Research findings on STEM career development programs for historically underrepresented youth can inform public policy and resource allocation.

This dissertation undertakes an analysis of 1,044 performance evaluations from New York State School Music Association (NYSSMA) Spring Festival solo adjudication ratings of student performers from a large suburban school district. It relies on results of evaluations of observed performances, and takes these evaluations as assessments of what the student performers know and are able to do in this field. The analyses undertaken in this study seek to uncover patterns in performance ratings by identified conditions of performance (time of day of performance, level of music performed, and performance medium) and characteristics of performers (gender, race/ethnicity, and grade level).
