The Axis Of Access: A Quantitative Ethnography Of Presidential Discourse On The Construct Of College Access In The United States, Pamela M. Donnelly

Federal discourse pertaining to college access requires clarified definition. Use of the college access construct has become commonplace, yet no unified refinement of meaning exists. This study, which covered U.S. presidential communications from January 2009 to October 2021, addressed the abstraction of language as leaders presented ideas, policies, and opinions. Observable trends impacting social mobility for students from underserved populations were of central interest. The research methodology, Quantitative Ethnography (QE), used the tool of Epistemic Network Analysis (ENA). As high school college counselor caseloads increase, they have less time for consistent one-on-one counseling to support students with college planning. Thus, for many students – particularly those in large or under-resourced schools – the process is depersonalized, focused on simply distributing information. Drawing on narrative and ethnographic research, this paper explores a unique program that positions young people as paid college access professionals in their schools. Findings show that these students – Youth College Counselors (YCC) – make college planning a more student-centered, meaningful experience. The problem addressed in this study was the uncertain influence of a local curricular policy change. Educators, policymakers, and communities need more data to determine the usefulness of changes in policy and practice because changes involve restructuring, resource allocation, and understanding the intended and unintended consequences of policy implementation. In the United States, fewer than 50% of high school graduates complete a college preparatory curriculum and are eligible to enter 4-year public state universities. Postsecondary access and degree completion are increasingly important concerns for individuals and policymakers. This dissertation presents evidence on three distinct strategies for increasing students’ level of preparedness for higher education, rates of postsecondary enrollment, and rates of postsecondary degree completion. The first is an intervention aimed at increasing eighth-grade students’ familiarity with college life. Results from an experimental study indicate that students assigned to participate in campus visits demonstrate higher levels of knowledge about college, are more likely to have conversations with school personnel about college, put forth higher levels of effort while completing a college-related survey, and express a …

Among ethnic groups in California Latinos continue to have the lowest high school graduation rates and the lowest college completion rates. This study focused on understanding the role parents can play and ways schools and educators can support immigrant Latino parents to improve these rates.
