Using the Trends in International Mathematics and Science Study Data (TIMSS) 2015 dataset, this study examines 30 different contextual indicators to determine significant predictors of girls’ mathematics achievement globally. The study design employs three nested levels in the hierarchical linear model (individual, classroom, and nation) to analyze cross-national scores and responses to the contextual questionnaires. Additionally, the focus is on girls as a standalone, independent population, not in comparison to boys. This study focused on the political influence of the Long Island Opt-Out Organization, an interest group that promoted the right of parents and guardians to have their children opt out of standardized testing. The study examined the activism and influence of this group on school board elections and policy agendas in four school districts in Long Island, New York during 2014-2019.

Conventional punitive detention- and suspension-based correctional approaches to student disruptive behavior are widely considered ineffective and counterproductive. Instead of offering opportunities for change and growth, they punish students they deem incorrigible by excluding them from instruction. While effective alternative approaches and programs exist, their use is far less widespread than would seem indicated. The purpose of this study is to explore how schools with successful alternative educational and disciplinary programs manage to overcome resistance to change and create settings that sustain the education for these students who through repeated disruptive behavior tend to fail in conventional punitive disciplinary programs. This research examined faculty attitudes toward online instruction (FATOI) at public high schools across New York State. The research sought to better understand the role that perceived positive and negative aspects of online learning play in shaping FATOI and whether a teacher’s gender, years of service, age, academic background, or experience with online learning played a moderating role. The study further sought to analyze the impact of economic need, location, and instructional application on FATOI. This dissertation explores the academic and social-emotional supports and constraints that impact the literacy learning of highly mobile students in an urban elementary school, utilizing interview, questionnaire, and achievement data from transient students and educational professionals who work with them. In the blink of an eye schools across the country closed their doors in March 2020 and teachers were forced to transition from face-to-face instruction within a brick-and-mortar setting to ICT-based remote teaching. Many high school mathematics teachers were accustomed to their students having devices as their schools had established 1:1 computing programs. Even so, not all teachers had fully embraced ICT enhanced instruction in their classrooms. In 2010, New York State both adopted the Common Core Learning Standards and identified the State’s first 67 “persistently lowest achieving” schools, the most severe failure designation available under the State’s accountability system as based upon standardized test performance and/or graduation rates (Common Core Standards Initiative, 2015; NYSED, 2010a). The Common Core Learning Standards were advertised as a pathway to a high-quality education for all American students (Common Core Standards Initiative, 2015; Supovitz & McGuinn, 2019). Teacher quality is the most important school-based factor affecting student learning and achievement. In 2009, the Race to the Top (RttT) federal education initiative provided an opportunity for states to compete for federal grant resources to reform their public education systems, which included revamping teacher evaluation systems to improve teacher (and principal) effectiveness. Consequently, New York State was awarded almost $700 million in 2010 during the second phase of RttT for its Regents Education Reform Plan, which established a new teacher and principal evaluation plan known as the Annual Professional Performance Review (APPR). This study investigated how U.S. graduate students financed their Master’s and doctoral programs in 2011-2012. In particular, it focused on students who were eligible to receive Federal financial aid and loans during that year, using a sample of graduate students included in the restricted-use version of the National Postsecondary Student Aid Study. This study rests its analyses and situates extant literature largely against Human Capital Theory, with return on investment as an underlying rationale for the allocation and use of different forms of Non-family, Non-repayable support for graduate studies. This study addresses gaps in the theoretical and policy literature by examining the relationship between associate degree program credit requirements and four student outcomes: associate degree attainment, time to degree, final associate degree grade point average, and persistence. Using student unit record data, a longitudinal quantitative study of a cohort of community college students was conducted for the observational period of fall semester 2011 through winter semester 2016, in order to determine if community college students enrolled in academic programs with higher minimum credit requirements have different outcomes than students in programs with lower minimum credit requirements.

This exploratory study compares the opportunities to learn mathematics intended and enacted between countries with high and low student average performance levels, according to the Trends in International Mathematics and Science Study (TIMSS). It analyzes the differences in OTL in relation to some of the factors that influence teachers’ instructional decisions. The analysis contributes to the knowledge about teachers’ role in the enactment of mathematics curricular policy and that of curricular governance.

Most countries, developing as well as developed, have adopted some type of quality assurance mechanism. Argentina is neither an island nor an outlier in higher education reforms in general, and it not when it comes to graduate program accreditation in particular. This study explores the way higher education institutions, as examples of autonomous organizations, respond to a new set of regulatory policies. My specific core interest is to discover what types of responses graduate programs give to compulsory accreditation. The study incorporates analysis from the regulatory and the higher education literature, theories and findings.

This study investigates the legitimacy of policies to import cross-border higher education (CBHE) in the United Arab Emirates (UAE). This study compares two of the UAE’s higher education subsystems – Dubai and Ras Al Khaimah – to understand how higher education stakeholders in the UAE interpret foreign involvement in higher education and investigate how those interpretations contribute to stakeholders’ assessments of the legitimacy of the country’s CBHE policies. This study examined teachers’ (a) perceptions of the impact of policy on their teaching and professional development, (b) knowledge of policy initiatives and the protocols their schools have in place to support them, (c) perceptions of policy, and (d) self-efficacy for literacy instruction and professional development’s impact on it. At the beginning of the 20th century, there were essentially two types of organizational structures for primary and secondary education in the United States. There were either one-room K-12 schools or in larger systems K-8 buildings feeding into four-year high schools. Despite numerous experiments since then in reconfiguring schools resulting in a wide variety of grade-grouping combinations, there continues to be no consensus on one preferred organizational model for schools within districts. As global demands for workers in the science, technology, engineering and math (STEM) fields persist, there are increased opportunities for historically underrepresented African-American and Latino youth to fill STEM career pipelines. African-American and Latino youth have long faced disproportionately high unemployment rates. Joblessness has been complicated by lower high school graduation rates for African-American and Latino youth. Significant federal and state funding has been allocated to address this state of affairs. Research findings on STEM career development programs for historically underrepresented youth can inform public policy and resource allocation.

This dissertation undertakes an analysis of 1,044 performance evaluations from New York State School Music Association (NYSSMA) Spring Festival solo adjudication ratings of student performers from a large suburban school district. It relies on results of evaluations of observed performances, and takes these evaluations as assessments of what the student performers know and are able to do in this field. The analyses undertaken in this study seek to uncover patterns in performance ratings by identified conditions of performance (time of day of performance, level of music performed, and performance medium) and characteristics of performers (gender, race/ethnicity, and grade level). This quantitative study used the Schools and Staffing Survey of 2007-2008, a school-based stratified probability-proportionate-to-size sample of all American schools, to explore the relationships of professional development to teachers' self- and collective efficacy by school accountability status as measured by adequate yearly progress (AYP). In addition to comparing professional development hours by teacher and school demographic characteristics, linear regression models were used to determine differences among three AYP groups: those who failed to achieved AYP the previous two years and were in Improvement status, those who failed to achieve AYP the previous year, and those who achieved AYP. Gender-based bullying (GBB) includes threatening behaviors based on gender/gender-role expectations, verbal/physical harassment, unwanted sexual attention and coercion, insults, intimidation, and assaults based on sexual orientation. In this study, 342 teachers completed an online survey to identify which variables predicted their rates of witnessing and intervening in GBB. Individual variables included teacher rates of homophobia and heterosexism. Systems variables included teachers' fear of angry backlash for reporting GBB, the comprehensiveness of districts' safe school policies (SSP), the timeliness of districts' responses to reports of GBB, and the consistency of administrative responses. This dissertation focuses on educational reform in New York State in relation to two policies that I term "dual reform." The 1996 Regents graduation policy required all students to participate in the college-prep curriculum and attain a Regents diploma, while the 2001 Career and Technical Education (CTE) policy promoted integrative approaches to teach academic topics within CTE. The central study questions were: How has literacy reform been constituted in relation to CTE within two rural communities? How does CTE enable and constrain youth literacy learning and development?
