This paper estimates future adult earnings effects associated with a universal pre-K program in Tulsa, Oklahoma. These informed projections help to compensate for the lack of long-term data on universal pre-K programs, while using metrics that relate test scores to valued social benefits. Combining test-score data from the fall of 2006 and recent findings by Chetty et al. (forthcoming) on the relationship between kindergarten test scores and adult earnings, we generate plausible projections of adult earnings effects and a partial cost-benefit analysis of the Tulsa pre-K program. The Youth Expanded Food and Nutrition Education Program (EFNEP) is one of the United States Department of Agriculture's hallmark nutrition education programs for limited-resource youth. The objective of this study was to gather opinions from experts in EFNEP and related content areas to identify costs, effects (impacts), and related instruments to develop a cost-effectiveness model (instrument) for youth EFNEP, which does not exist. A cost-effectiveness model determines the economic or financial cost of producing an impact. The findings highlight several challenges in identifying inputs through consensus and provide a roadmap for the creation of a model that can be adopted …

This study examined the implementation and assessment of revenue-based budgeting at a medium-size, private, mission-based graduate school of education (SOE), under the pseudonym Peter Claver University (PCU). Additionally, two other similar schools were included in the study because they used revenue-based budgeting for a period of 10 years or longer and their missions were comparable to that of PCU’s SOE.

A survey and three interviews were conducted with the deans of the three schools and responses were subjected to content analysis and triangulation. Points of consensus between the deans were the following: a strong favor for the revenue-based budgeting model; …

This study utilized findings from the 2010 decennial study of the school superintendent to determine the extent to which four predictor variables (courses, professor credibility, size [enrollment of employing school district], and gender) accounted for variability in superintendent overall ratings of their academic preparation. The standardized regression coefficients indicate that most of the variance accounted for in the linear equation was due to ratings of professor credibility and ratings of the perceived value of courses. Neither the institutional variable, school district size, nor the personal variable, gender, accounted for meaningful variance in the overall ratings. Recommendations are made for extending …

The paper examined the global financial meltdown and the reforms in the Nigerian banking sector. It was a public speech by the formal Governor of the Central Bank of Nigeria that observed the extent and severity of the crisis that began with the bursting of the housing bubble in the United States in August 2007 reflects the confluence of myriad of factors some of which are familiar from previous crises, while others are new. A company called Flat World Knowledge both gives away and sells open-source textbooks in a way it believes to be financially sustainable. This article reports on the financial sustainability of the Flat World Knowledge open-source textbook model after one year of operation.

Charter schools, public schools that operate with greater autonomy than their traditional counterparts, first opened in Minnesota in 1991. Between 1991 and 2010, they spread to 40 states and the District of Columbia. In recent months, they have received renewed policy attention under the Obama administration’s Race to the Top competitive federal grant program which rewarded states for educational innovation including the creation of charter schools. While experiencing impressive growth, charter schools lag behind traditional public schools in size and in number, accounting for only 2.9% of the total public school population nationwide. This study examined the relationship between student financial aid awarded, unmet financial need, and fall-to-spring student retention of students at a small, public, southeastern, U.S. community college. The research hypotheses drew upon past research on retention theory, employing economic persistence theory. This study focused on three areas: the amount of grant awarded per student, the amount of loan awarded per student, and the amount of unmet need per student. These variables were then used as the predictors for student retention.

Program evaluation does not take place in a vacuum. Its context is the interaction of political, economic, and technological developments that influenced the formation of federal policies for mandated evaluation requirements. The Elementary and Secondary Education Act (ESEA) of 1965 established policies to provide “financial assistance to local educational agencies serving areas with concentrations of children from low-income families to expand and improve their educational program” (Public Law 89-10—Apr. 11, 1965). This legislation also had another consequence: it helped drive the establishment of educational program evaluation and the field of evaluation as a profession.

The first two sections provide historical perspectives summarizing how the position has evolved over the past 150 years at three different levels-state, intermediate district, and local district. Stephen Krashen believes that schools can counter the effects of poverty in at least one area: access to books. However, little research has been done to determine whether students living in poverty have access to school library services comparable to those attending schools with low concentrations of students living in poverty. We examined the school library access gap namely, the differences in school library characteristics (staffing, books added to collection, schedule, and number of days closed) in schools with various concentrations of students living in poverty. Existing research illustrating a significant relationship between school spending and student achievement is expanding. However, research specifically investigating the relationships between capital expenditures (maintenance, renovations, and construction) and instructional expenditures (teacher quality, teacher salaries, textbooks, class size) with student achievement both individually, and as a function of overall school spending, is lacking. The certification of financial aid administrators has been debated for over 37 years. A job satisfaction survey conducted by the National Association of Student Financial Aid Administrators (NASFAA, 2008a) revealed that college and university administrators' perceptions of the efficiency, effectiveness, and quality of the services provided by the financial aid office have a direct effect on the job satisfaction of financial aid practitioners. The study also hinted at a possible link between these perceptions and the resources allocated to the financial aid office.
