How Administrators Perceive Reductions In State Funding Higher Education, Bruce Manley

Online Theses and Dissertations

Funding for public higher education has been cut in Kentucky in the decade starting 2008 (Spalding, 2019). Due to several contributing factors, including entitlement programs, healthcare costs, the great recession, and other competing demands at the state level, this is a nationwide trend and is not predicted to reverse any time soon. This funding decrease forces institutions of higher education to look at other sources and/or methods of funding to continue their missions. Most often, funding outside of the state and tuition, are restricted and program based. Any type of public funds and program-based grants comes with the understanding that …

Effective Resource Utilization In Arkansas Public Schools, Ryan Sanders May 2018

Effective Resource Utilization In Arkansas Public Schools, Ryan Sanders

Industrial Engineering Undergraduate Honors Theses

Teacher pay in Arkansas public schools varies widely from district to district across the state. This pay discrepancy is driven by both the funds available to a district and by how these funds are allocated. There is a standard per student budget given to districts across the state, but this budget can be supplemented by additional property taxes collected on property within a district. This leaves districts with more highly valued property at an advantage. Districts are free to allocate their budget for teacher pay as they see fit, with constraints on number of students per teacher and minimum teacher …

Educational Investment Makes Financial Sense: A Longitudinal Study Investigating The Effect Of Fiscal Effort On Personal Income, Mark Loiterman

Educational Leadership & Workforce Development Theses & Dissertations

As the United States seeks to compete in the increasingly connected global economy, efforts have been made to improve both internal educational outcomes such as test scores and graduation rates, as well as relative educational outcomes such as the ranking of the United States' test scores on international assessments. Finding the correct strategies to improve education nationally is difficult, since education takes place in a very personal context that differs from state to state, district to district, school to school, classroom to classroom, and student to student. However, because of the importance of increasing educational outcomes, the nation has looked …

Exploratory Study Of The Relationship Between State Fiscal Effort And Academic Achievement, Timothy A. Goodale

Teaching & Learning Theses & Dissertations

Prior empirical research has taken many varying approaches to determine if differences in funding significantly impacts student academic achievement. However, much of these studies exhibit weak generalizability due to their limited scope, timeframe and dissimilar achievement measures. To expand upon the already robust literature in education finance this study measures interstate funding disparities via state fiscal effort and determines its impact on several measures of student academic achievement. To control for threats to external validity the research investigates the variables over ten years to determine if the relationships hold over time. Statistical measures employed within the research include bivariate correlation, …
