Association Between Fiscal Effort Above Required Local Effort And Accreditation In Virginia Schools, Daniel C. Soderholm

This study expands on previous research regarding the adequacy of educational funding in order to reach a desired academic outcome. Specifically, this study examines Virginia policies of Standards of Quality and Standards of Accreditation to see if local fiscal effort above the minimum required by Virginia has an association to the desired minimum academic outcome of school accreditation.
The research in this study shows that when using a linear regression analysis or an ANCOVA there is no relationship between effort above Required Local Effort (RLE) and the percentage of students attending an accredited school. However, when looking at the non-linear …

Financial stability cannot be built overnight. It takes years of working, saving, investing and planning to develop and maintain financial stability. However, one poor financial decision can destroy a person’s financial stability that they spent years creating. Over 25% of high school students believe that they will be unprepared to manage their finances upon high school graduation (Cooley, 2013). This researcher sought to establish a clearer picture of the full story behind how college students handle their finances through a comprehensive literature review. The purpose of this research was to study the factors that contribute to financial deficits, examine the strategies used to reduce deficits, and explore the barriers that may prohibit the reduction of financial deficits. As part of legislative mandates, school superintendents are faced with creating a deficit elimination plan to reduce the financial deficits facing their districts. In 2013, the State of Michigan began to shut down financially challenged districts for the first time. School districts labeled as “deficit districts” struggled to remove the designation assigned to them. This study investigated how U.S. graduate students financed their Master’s and doctoral programs in 2011-2012. In particular, it focused on students who were eligible to receive Federal financial aid and loans during that year, using a sample of graduate students included in the restricted-use version of the National Postsecondary Student Aid Study. This study rests its analyses and situates extant literature largely against Human Capital Theory, with return on investment as an underlying rationale for the allocation and use of different forms of Non-family, Non-repayable support for graduate studies. The purpose of this study was to explore the impact of school-level factors (physical resources, teachers’ and schools’ characteristics) and system-level factors (delegation of financial authority to public primary schools through Parent Teacher Councils (PTCs)) on two educational outcomes - retention rates to the last grade of primary school and learning outcomes - in the Khyber Pakhtunkhwa (KP) province, one of the least‐developed and conflict-affected provinces in Pakistan.

This study examined the implementation and assessment of revenue-based budgeting at a medium-size, private, mission-based graduate school of education (SOE), under the pseudonym Peter Claver University (PCU). Additionally, two other similar schools were included in the study because they used revenue-based budgeting for a period of 10 years or longer and their missions were comparable to that of PCU’s SOE.
A survey and three interviews were conducted with the deans of the three schools and responses were subjected to content analysis and triangulation. Points of consensus between the deans were the following: a strong favor for the revenue-based budgeting model; …

This study sought to determine teacher perceptions about the factors that influence support for an adequacy model of school funding and what relationships exist between specific demographic variables and those perceptions.
Using the instrument created for the study, one hundred thirty-nine teachers from the Montrose RE-1J School District where surveyed. Data was tabulated using standard descriptive statistics (mean, standard deviations, frequencies, and percentages). As a general data analysis approach, bivariate comparisons were performed using Pearson correlations and t-tests for independent means. Since it is commonly recognized that real estate is the prime source of locally taxable wealth and that assessment values are the only controlled values in the assessment ratio, the problem was (1) to determine whether assessment values in the assessment ratio actually represented assessment values of the county as a whole; (2) to apply the information in (1) above to whether errors were made in determining the true value of locally taxable wealth in Northampton County which could affect the distribution of state educational monies to the county and hence to other localities as well.

Some explanation is necessary of the method of procedure in compiling material for this thesis. The first step was really taken seven years ago. At that time the writer interviewed state officials at Sacramento, California, in the hope of obtaining state aid for educational finance in the Tule Lake section of the Klamath Irrigation Project.
