Throughout the state of Arkansas, there are grave disparities in education resources apparent in specific school districts and at a state level. The Arkansas Department of Education, formerly titled the State Department of Education, was established in 1931 by Act 169 in the Arkansas General Assembly. Since then, the department has gone under multiple reforms and expansions. From desegregation to the Clinton administration’s improvements in early childhood education, Arkansas has had a tumultuous past in terms of public education and has consistently been ranked in the bottom twentieth percentile of the nation’s school systems. The purpose of this qualitative study was to investigate why African American female students are being “pushed out” of learning environments in public schools. Retaining novice teachers in today’s educational system is proving to be extremely difficult. In schools of poverty, this challenge is much more difficult. The purpose of this qualitative study was to examine the effectiveness of a district-mandated teacher mentoring program in a Central Arkansas School District in regards to skills, dispositions, and retention. Eight novice teachers who work in high poverty schools were interviewed as part of this study. Through transcription and analysis, themes were established to gain a clear understanding of the novice teachers’ thoughts and perceptions of the teacher mentoring program. The purpose of this study was to understand the overall experience of the school improvement specialist position in schools within the state of Arkansas that were labeled in need of improvement. In the study, there were seven participants who represented a variety of schools including homogeneous, a low graduation rate, culturally diverse, an alternative learning environment, an elementary school, a school that received a C letter grade, and a school that received an A letter grade. Teacher pay in Arkansas public schools varies widely from district to district across the state. This pay discrepancy is driven by both the funds available to a district and by how these funds are allocated. There is a standard per student budget given to districts across the state, but this budget can be supplemented by additional property taxes collected on property within a district. The purpose of this study was to investigate the differences in teachers’ level of self-efficacy based on the state takeover status of a school district. The design of this study was “group comparison research” (Gall, Gall, & Borg, 2015). The dependent variable was teachers’ level of self-efficacy and the independent variable was state takeover status. Data gathered for this study were teacher demographics and the level of teacher self-efficacy measured by the TSES instrument (Tschannen-Moran & Woolfolk Hoy, 2001). The purpose of this study was to examine the variables that impact the strength of the educator workforce in Arkansas's High Poverty/ High Minority schools and to determine if current allocations, expenditures and uses of Title II, Part A funds impact a district's ability to recruit and retain quality teachers, identified as ‘excellent' teachers in this study. Starting in the 2010-11, administrators at the Fountain Lake School District implemented the Cobra Pride Incentive Program (CPIP), a merit pay program designed to financially reward all school employees with year-end bonuses primarily for significant improvements in student achievement. At the conclusion of the 2010-11 school year, over $800,000 in bonuses were distributed to school personnel. Because of the substantial investment in this program, it was important to determine how the CPIP impacted the school counselors, teachers, and students of Fountain Lake, to see if any of the potential benefits of a merit pay program were realized.

Improving principal quality in Arkansas may be a partial solution to the public policy problem of low performing public schools. Just as policymakers in other states are beginning to explore incentive-based compensation policies to improve principal quality, education policymakers in Arkansas should look to these policies as a way to align goals and minimize agency costs. Setting incentives tied to transparent, publicly available performance measures can resolve monitoring difficulties inherent in principal-agent relationships and can improve goal congruence by signaling clearly about policy priorities.
