To deter students from adding to the national student loan debt, promise programs have been launched to eliminate cost as a barrier to postsecondary education. The online program management (OPM) industry is a multibillion-dollar business that works with the higher education industry. Once primarily a tuition revenue share model that marketed and enrolled new programs for institutions, the OPM business is evolving. Fee-for-service payments and services such as coaching and instructional design are now part of the OPM landscape. Although higher education institutions are spending billions of dollars, there has been very little academic research into this phenomenon. The purpose of this study is to evaluate the efficacy of one school’s reading intervention program, and its impact on struggling readers reading performance. Participants in this study included administrators, Grades 3 through 5instructional staff that directly impact student learning in reading through reading instruction. I collected survey data and analyzed it to determine teachers’ ability to instruct struggling readers with high expectations for student learning. I initiated this study due to experience in the public education system in one state in the United States. I noted a lack of understanding among educators on how to meet the educational needs of children born with a congenital heart defect (CHD) who had undergone general anesthesia related to their CHD. The focus in this qualitative phenomenological study was to examine the experiences of African American men who obtained a doctoral degree and the role of leadership in their success. In-depth semi-structured interviews were conducted with 10 African American men from across the United States. The research develops an understanding of patterns of leadership within institutions of higher education from an African American male perspective. The Elementary and Secondary Education Act (ESEA) of 1965, reauthorized under the Every Student Succeeds Act (ESSA) of 2015, provides federal funding for equitable services to nonpublic school students, families and teachers. This act was signed by President Obama on December 10, 2015 and replaces No Child Left Behind (NCLB). As it relates to private schools, the reauthorization of ESEA mirrors NCLB in all areas but three: (1) set asides discontinued; (2) state appointed ombudsman; and (2) state as the provider of services.
