This report presents the results of our nine-month effort to measure the economic value of the Kentucky Community and Technical College System (KCTCS), both directly to its students around the state, and indirectly to all residents of Kentucky. We find wide public support for KCTCS, and a willingness to pay for an expansion of its programs. We also find a large variation in the individual returns to community and technical college education, in terms of expected work-life earnings by gender and by region of the state.

We structure case based teaching using a combination of computer-support technology and in-class activities. We create and design an on-line learning tool, Case Study On-line (CSOL) that enables instructor to structure the delivery of teaching resources and set up assignment tasks in the system. The tool enables tasks to be set in a way that they can be completed sequentially, and learning resources can be accessed only when required by students. Upon submission of their assignments, students can promptly receive instructor’s explanations to the tasks. Follow up activities take place in class, with the objective to promote active learning. A major policy issue confronting states is the level of state support to higher education. A crucial question in this policy debate is whether a state's production of college graduates has a proportionate effect on the level of college attainment in the state. Although it is widely accepted that rising college attainment leads to rising prosperity, there is widespread concern that many new college graduates will take their state-supported degrees to labor markets in other states. In two recent cases involving the University of Michigan, the Supreme Court examined whether race should be allowed to play an explicit role in the admission decisions of schools. The primary argument in these court cases and others has been that racial diversity strengthens the quality of education offered to all students. Underlying this argument is the notion that educational benefits arise if interactions between students of different races improve preparation for life after college by, among other things, fostering mutual understanding and correcting misperceptions. An Analysis Of Attendance At Major League Baseball Spring Training Games, Michael R. Donihue, David Findlay, Peter Newberry

This paper examines the determinants of game-day attendance during Major League Baseball’s 2002 spring training season in Florida. Our model of game-day attendance includes location, quality of game, and time and weather variables. A censored Tobit estimation procedure is used to estimate our model. Our results indicate that the quality of the game, average ticket price, and several location-specific factors affect attendance. Specifically, our results suggest that changes in income have no effect on attendance while increases in ticket prices cause reductions in attendance. This paper examines the effects of expansions in higher educational institutions and the medical service industry on the economic development of a metropolitan area. This examination pulls together previous research and provides some new empirical evidence. We provide quantitative evidence of the magnitude of economic effects of higher education and medical service industries that occur through the mechanism of providing some export-base demand stimulus to a metropolitan economy. We also provide quantitative evidence on how much higher education institutions can boost a metropolitan economy through increasing the educational attainment of local residence.
