Our essay examines the challenges and opportunities for the New York City Universal Pre-K program in Catholic Schools. We review the impact of the program before and during the Covid-19 pandemic. These Pre-K programs have brought much needed revenue for Catholic Schools and provide a pipeline for prospective Catholic K-12 school students. Specifically, we discuss the school choice context in New York City with attention to the Catholic school sector and how Universal Pre-K fits into it. Traditional public schools in Connecticut have been pushed out by newer options since the landmark Sheff vs. O’Neill decision, which called for the development of magnet schools. The influx of magnet schools to Connecticut has caused traditional preschools like the Trinity College Community Child Center (TC4) to experience more competition and lose potential enrollees and revenue. For this project, I sought to discover how the growth of magnet pre-k programs has influenced how families choose schools for their 3-to-5-year-old children. The following research aims to explore and compare the assets and drawbacks of the public preprimary education systems in Estonia and South Carolina for the purpose of developing policy recommendations for altering funding systems to expand access. First, preprimary education is defined along with its importance, effectiveness, and affordability. Next, funding continuity and public funding are discussed with relation to public preprimary programs. Then a basis is established for comparing Estonia and South Carolina.
