'Shad' Never Made Them Happy: Pandemic And A Dis-Abling Educational System - Case Of Iran, Negin Hosseini Goodrich, Abouzar Samiei

As the pandemic began, Iran quickly faced the worst outbreak in the Middle East during the winter of 2020. Traditional schools were consequently transferred to an online education without implementing appropriate adaptations, and restrictive policies of low-speed Internet and censorship negatively affected the quality of online education. The situation became even worse for Iranian students with disabilities. The Ministry of Education designed a new application, named Shaad (means happy), which was and remains inaccessible for people with disabilities. As an alternative to zero tolerance discipline policies that focus on punitive, exclusionary, and often predetermined consequences for a disruptive behavior, many educators in schools across the United States have started implementing restorative practices (RP) in their classrooms. RP focus on building relationships and classroom community. Educators implement RP as a preventative behavioral strategy for community building, but also as a responsive strategy to handle conflict in order to repair harm and restore relationships. In 2014, the first operational definition of twice exceptional (2e) learners was published in Gifted Child Quarterly to provide a clear and identifiable profile of the population (Reis, Baum, & Burke, 2014). Disability culture is often misunderstood by counselors who lack extensive training in working with individuals with disabilities (IWDs) (Stuntzner & Hartley, 2014). This quantitative study used the Counseling Clients with Disability Survey (CCDS) to explore the beliefs and perceived knowledge of counselors-in-training (CITs), counselors, and counselor educators regarding preparation to counsel IWDs, which is particularly important as disability status can change across the lifespan, and given that the Council for Accreditation of Counseling and Related Educational Programs (CACREP) Standards Review Committee provided a guide to the draft standards incorporating the infusion of disability concepts. Over the past several generations numerous policies and laws have been established that have allowed people with disabilities to further their education. Students with disabilities enter higher education with varied experiences, which allow for a wide array of perceptions of the services and supports provided on this level. The purpose of this dissertation was to study what these perceptions are and how these perceptions were formed; in hopes to encourage more students with disabilities to self-disclose and access beneficial services in the future.
