Still Just White-Framed: Continued Coloniality, Hispanic Serving Institutions, And Latin@/X Students, Ilda Guzman

Abstract

Throughout the Pacific Northwest there are a total of 12 Hispanic Serving Institutions (HSIs) with an average Latin@/x undergraduate full-time enrollment rate of 33.7 percent. In order to be designated as HSIs, institutions of higher education must have an enrollment rate of 25 percent or more students who identify as Latin@/x. HSIs became recognized in the late 1980s when a small number of higher education institutions enrolled a large number of Latin@/x students, yet did not have the resources to successfully educate the students (Excelencia, 2019). Participant photography is a visual method that has been widely used in research to elevate the voices of historically marginalized populations. Although much has been written about the nature of the visual method, including its benefits and challenges, less is known about how meaning is made of the visual images as they move throughout the research process. Secondary Career and Technical Education (CTE) provides students with a full education in academic areas as well as a career area of interest, allowing students to apply their school-based learning in the real world through work-based learning. At the same time, urban CTE adolescents have historically been marginalized and placed in a deficit model. The purpose of this qualitative study was to uncover the ways in which student agency is co-created in an urban, transdisciplinary CTE high school program, as well as to identify the institutional systems and structures that support or hinder the development of student agency.

The article highlights the use of photovoice, a method that gives power to creators of images to capture experiences that are central to their life. Students verbal considerations of success in the context of the “no-excuses” school is included, as is a sample of students’ visual data about what success is outside of the “no-excuses” context. The study reveals the “no-excuses” orientation fosters an oppressive definition of success in the context of classrooms. Broader social issues that affect students’ lives manifest in the classroom and the current neo-liberal reform structures in education (e.g., the accountability movement combined with punitive discipline measures and structural classism/racism) fail to acknowledge the impact of these issues on student identity within school and community. While this era of standardized testing has brought about anti-democratic realities in schools of all sorts, it is also the case that schools that pass tests often enjoy a more liberatory climate while schools struggling to meet testing requirements are more likely to possess oppressive qualities. The current dialogue surrounding Black youth portrays these youth as “thugs” who come from “broken” families and “apathetic” communities. Even some educational discourses portray Black youth as “at-risk” students who lack the resources necessary to achieve in school. These dialogues traffic in deficit language without paying attention to the successes found in the Black community. The purpose of this study was to utilize an anti-deficit perspective to capture the stories of how urban Black children in a mid-sized Southeastern city are achieving positive literacy and academic outcomes in the upper elementary and middle grades.
