Teaching and learning for emergent bilinguals is often based on monolingual instructional assumptions which ignore how emergent bilinguals use their entire linguistic repertoire to communicate and make meaning. Bilingual pedagogies such as Preview-View-Review have the potential to support the development of biliteracy and meaning-making of emergent bilinguals in dual language programs. The aim of this exploratory study was to investigate how a bilingual teacher in a two-way dual language program implements a Preview-View-Review through small group reading instruction. Cummins (2018) argued that “emergent bilingual students struggle, often unsuccessfully, to escape from the externally imposed identity cocoon within which they find themselves” (p. x). This struggle leads to negative views and deficit thinking approaches to educating these students. In today’s educational context, meeting the cognitive needs of bilingual students is not sufficient. Schools must provide learning opportunities to affirm their identities to support their academic success. Research indicates that we must develop a deep understanding of the intersectionality of language, students’ identity construction, and language use (Norton, 2010; Potowski, 2007; Poza, 2016).

Schools in the United States are witnessing a rich ethnic and linguistic diversity in their student corpus. Languages spoken by these children vary from state to state; however, Spanish is the second language most spoken after English (Office of English Language Acquisition, 2015). As a nation, there is a tremendous potential for these students to become biliterate or academically proficient in Spanish and English. Furthermore, with the advent of the 21st century, the educational setting is experiencing an increased interest in the integration of technology in education and students are prompted to become digitally literate.
