In the 2020 American presidential election and throughout the time since, the discussion of free community college continues to raise its head in the present political landscape in the United States. As the recognition of the contribution of community colleges to the overall educational level of the country grows, increased focus is going to be placed on how efficient and effective these two-year institutions are.

Most experienced educators recognize that many students will not complete optional assignments, and often those students who need additional help do not seek assistance. Current research demonstrates that students in underrepresented populations (see definition below) are less likely to seek support than others because they see needing help as a confirmation that they don’t really “belong” in college in the first place. Research shows that those who do access currently optional supports such as tutoring are more likely to succeed, so this research group looked for ways to build structured connections between underrepresented students and resources.

The purpose of this phenomenological research study was to describe the cultural influences of resource dependence for community college administrators responsible for the implementation of initiatives related to Tennessee’s new performance funding program. Tennessee’s funding formula, considered one of the most aggressive and robust in the country, is among a second generation of performance funding programs commonly referred to as performance funding 2.0. Cultural influences of resource dependence were defined as values, beliefs, and customs that influence administrator efforts to improve institutional outcomes and acquire additional resources through performance funding.

Objective: This article addresses a problem of practice in community college leadership: how to effectively use change management strategies to implement a guided pathways model at a community college. Guided pathways is a recent national movement to create more structured and better coordinated academic pathways within community colleges. The Great Recession and national skills gap crisis have reframed community college efforts to shift from access-based institutions to that of persistence and completion-focused colleges. Within the post-recession context, this research examines what success looks like for today’s vocational community college student, as well as the current research on the barriers to completion. This qualitative, phenomenological study will explore the experiences of community college students who are graduating with vocational degrees and how they overcame known barriers to complete their degrees.
