The purpose of this study was to investigate the understudied reasons for attrition among urban community college students by way of Satisfactory Academic Program (SAP) appeals. The researcher used a qualitative methodology to understand the challenges associated with the mitigating circumstances attributed to academic attrition resulting in SAP appeals. The foundation for this study was laid by two renowned student departure theories: conceptual model of nontraditional student attrition (Bean & Metzner, 1985) and theory of student persistence in commuter colleges and universities (Braxton et al., 2014). The purpose of this phenomenological study was to describe the experience of “discontinued enrollment” for military veteran students at western Virginia community colleges. The theory guiding this study was Schlossberg’s (1981) transition theory, as the military veteran students were in transition from the military to the community college. Attrition for entry-level, non-traditional college students taking developmental reading courses is a concern for higher education institutions. Students need to complete basic developmental reading courses in order to progress in their vocational or collegiate studies. This phenomenological study followed a social constructivist approach to attempt to understand what developmental reading students and faculty experience regarding persistence. The education attainment level of residents in rural Appalachia has consistently ranked below the remaining populous of the United States. Although distance education initiatives have attempted to bridge the disparities between rural Appalachia and the rest of the nation, online community college students in this region are likely to drop out or fail their classes.
