The “Student Internship Project in Science and Technology-based Microenterprises” is a curriculum enhancement intervention executed through “hands-on” internship across Agriculture, Forestry and Natural Resource (AFNR) courses in three State Universities and Colleges (SUCs) in Region IX, Philippines. With the goal of reversing the declining enrolment trend, its four components (Coconut Sugar, Seaweeds, Tissue Culture and Rubber Seedlings) operate on experiential and pragmatic approach to enhancing the competence and institutional employability of students through science and technology utilization, acquisition of entrepreneurial skills and microenterprise development focusing on Zamboanga Peninsula’s major dollar-earning export commodities. This document presents an analysis of the challenges of globalization facing American higher education as the incursion in international localization intensifies. Institutions face the dilemma of preserving the legitimacy of the national culture while entering global environments with diverse beliefs and behaviors. The emerging “Risk-Based Leadership Model for Global Higher Education (RLM)” proposes the development of distinctive macro-level competencies (i.e. risk-management models, GLOBE leadership dimensions) and micro-level competencies (emotional intelligence and life-work balance).

This paper considers the programme validation arrangements in place in one half of the Irish higher education sector. It outlines how responsibility for programme validation can be safely delegated to Institutions within a robust overarching framework for quality assurance. It compares programme validation in Institutions with self awarding status with Institutions that have their programmes validated by a national Awarding agency. The paper concludes that when programme validation in Ireland and (potentially) across Europe is examined more closely, processes that appear to be very different on the surface can be quite similar in reality.
