The field of foreign aid has been widely explored, particularly as relates to economic development of developing states. This paper however delves into the specific utilization of foreign aid within the education sector in Rwanda and the effects it bears not just on the recipient state in general, but also on its financial practices with regard to aid. By exploring trends in financial expenditure by aid agencies and government, it appears that foreign aid does not necessarily influence government budget allocations and this absence of ‘crowding-out’ gives Rwanda an upper hand in managing foreign aid. As Rwanda strives to become the ICT hub of the region, it will need to develop its greatest asset: its people, in ICT skills. This exploratory study used 30 semi-structured interviews, observation and secondary data from different sources, schools, students and NGOs, to answer a simple question: how does an everyday, working adult Rwandan learn new computers skills for a new computer age? This study found that a wide variety of suppliers fulfil different niches that give prospective students a range of prices, content, schedules, certification, practices, etc., and that demand is increasing for a host of different reasons. With the arrival of the dictatorship of Augusto Pinochet in Chile (lasting from 1973-1990) came the implementation of a neoliberal economic model based on tenants such as privatization, deregulation, growth of a free market economy, and a passive government to uphold the private sector. This economic model manifested itself through structural reforms that distinctly changed the function of all institutions, including the educational system. Due to a series of changes in laws and ideology, a new educational sector (referred to as “particular subvencionado”) arose, and has only strengthened and augmented since the end of the dictatorship. Financial inclusion is an important step in development, as access to finances can help the poor build money and lift themselves out of poverty. In many parts of the developing world, and especially in India, microfinance is seen as a new approach to fighting poverty by bringing financial services, including low-interest loans, to the poor so that they can afford to start a business or invest and eventually gain self-sufficiency – in other words, a method of financial inclusion for the poor. Entrepreneurial training may be a better means to livelihoods for youth in Uganda today than vocational or traditional education models. Even those with university degrees have difficulties being selected from saturated applicant pools for professional careers; vocational training programs give their otherwise-uneducated or unskilled students the means to an occupation though positions are limited. In traditional education systems or vocational programs, supplementary education encouraging entrepreneurship can help create careers where opportunities are scarce. By mobilizing youth, communities prosper. These activities can even create direct community benefit themselves.
