This thesis explores the interconnectivity between language laws and regional identity, focusing on education, public health, and transnational systems. Through this case study of the Basque Country, the context and wording of the language laws in the subregions within the Basque Country are utilized to understand how they affect the usage and understanding of the Basque language, “Euskera.” Through this, the study is then focused on the Spanish autonomous community of the Basque Country to understand the effects of a minority language on educational systems, the COVID-19 Pandemic, and the connections to both the EU and the UN. This research presents an ethnographic account of English bilingual programs in public Spanish high schools, exploring not only how such programs currently function in the eyes of stakeholders, but also the significance of bilingualism in the context of an English Imperative perspective. This perspective, shown to be widely adopted by research participants, sees English as a practical necessity in contemporary Spanish society for future success in a globalized world. The purpose of this report is to explore how the integration of technology can enhance students’ communicative and cultural proficiency in a second language by connecting two world language classrooms from across the globe. Through a series of weekly emails between partners, students practiced their reading and writing skills while gaining knowledge of their partners’ culture and colloquial language in a meaningful and individualized manner. The participants were high school students in the United States who were learning Spanish and high school students in Spain who were learning English.
