Learning To Teach For Equity, Diversity, And Social Justice: A Mixed Methods Case Study Of Initial Teacher Education In Ontario, Canada, Kate Paterson

Drawing on critical race theory, culturally and linguistically sustaining pedagogy, and ecological systems theory, this mixed methods case study explored the integration of equity, diversity, and social justice across one initial teacher education program in Ontario, Canada. Survey data (n=272) provided insight into prospective teachers’ endorsement of social-justice-related beliefs at program entry and exit. Demographic data were collected to obtain a current snapshot of initial teacher education representation rates, addressing a dearth of such data in the Ontario context. Elementary students in high-poverty schools have diverse learning needs. Their academic and social learning, in particular, varies between students - especially so for those students from culturally non-dominant backgrounds. In 2009, the Ontario Ministry of Education mandated that all school boards in Ontario develop and implement equity education policies, as specified in Policy/Program Memorandum No. 119: Developing and Implementing Equity and Inclusive Education Policies in Ontario Schools (2009). Elementary school students have diverse learning needs and their academic learning in particular varies between students especially so for students those from culturally non-dominant backgrounds. This thesis investigates how teaching in a low-diversity school environment affects equity education. The theoretical frameworks as elaborated by Banks with regards to critical multiculturalism and Kumashiro’s approach to anti-oppressive education underpin the analysis. Four Ontario elementary teachers participated in semi-structured interviews. The purpose was to examine their decisions when teaching about equity and how they arrived at those decisions. By drawing on their experiences and viewpoints, the perceptions and practices of these participants were analyzed. Consistent with teachers in high-diversity environments, these teachers in low-diversity classrooms taught about equity when they saw a student need. Since they did not …

In a liberal-democracy, the proper role of parents and of the state in forming children’s beliefs involves several separate but interrelated debates: These concern the conceptual space that children occupy within liberal theory, the basis of the ‘control rights’ adults are said to have over children, and the tension between the values of autonomy and diversity, which are foundational values for a liberal-democracy. To clarify these debates, competing paradigms are identified in political theories that address them: A dual-interest view and a child-centred view.
