This is a qualitative case study that examined four institutions of higher education in New York to assess how well they have done at implementing a quality standard established by the Commission on Accelerated Programs (CAP) in 2011 and 2019 calling for accelerated adult programs to incorporate adult learning theory within their curricula and instructional practices. Data collection consisted of interviews with faculty and staff, documentation reviews, and classroom observations. This study focused on drawing a picture of the dynamics and educational experiences of U.S. Army junior-enlisted soldiers in the rank of specialist in the RA. Those soldiers are eligible to participate in the U.S. Army’s VolEd Program available worldwide. According to Gleiman and Zacharakis (2016):
