The “Dabbawalla” or tiffin carrier system that operates in Mumbai (formerly Bombay) is unique and incredible in the complexity and enormity of its task, simplicity of its operation, and surprisingly low error rates for a system of its size. It is a daily service in which thousands of men carry and deliver over 200,000 lunches every day, within three hour block of time, across the city’s 70-kilometre stretch, with each lunch box (known as tiffin or dabba) changing hands at least four times. Here an attempt has been made to study the working of the Road Transport Corporations in Tamil Nadu which have been lauded by the World Bank and others as efficient transport organisations in the public sector. The focus of this paper is to bringout clearly the inter-relationship between organisational innovativeness and efficiency in the State Transport Undertakings in Tamil Nadu which will help the policy makers an alternative model to tone up the working of the Road Transport Corporations in the other states.

In recent years a move towards deregulation, i.e. the replacement of quantity restrictions on the number of licences, on maximum and/or minimum rates, on geographic boundaries of operation etc., by quality restriction on drivers’ qualifications and systems of operation, has become a significant development in the transport policy of many countries: Australia. Sweden, Switzerland,U.K., USA, and New Zealand. The trend was first set in Australia, in 1954 when the interstate freight transport was deregulated.
