The escalating competition in space exploration demands a dedicated space rescue capability. This article argues for the establishment of a space rescue professional (SRP) career field within the Department of Defense and the US Space Force. By harnessing existing US Air Force combat rescue expertise and partnering with the National Aeronautics and Space Administration, the Space Force can rapidly develop a robust SRP program with the warrant officer corps as its backbone. The introduction of automated satellite control systems into a space-mission environment historically dominated by human-in-the-loop operations will require a more focused understanding of cybersecurity measures to ensure space system safety and security. In the 21st century, our ability to quickly and decisively deliver combat forces and equipment is of the utmost importance in achieving our national security objectives. The swiftness and flexibility of the US Air Force’s mobility airlift fleet is the key to executing a rapid global mobility strategy. The operational effectiveness and efficiency of military air transportation relies on the expertise and intuition of Air Mobility Command’s (AMC) mobility planners. Due to increasing demands on air mobility aircraft, US Transportation Command(USTRANSCOM) has more recently advocated retaining operational control (OPCON)of aircraft it might have transferred to a requesting combatant command in the past. This recent approach mirrors that of similar-type civilian logistics operations that are centrally managed to maximize efficiencies by flowing resources to the point of need without having to navigate through time-consuming sourcing processes. Space is so important that the DOD recognizes it as one of five domains in which US forces operate (the other four are land, sea, air, and information). The Department of Defense has historically relied on Wilson's Economic Order Quantity (EOQ) model for consumable item management at all levels. With inventory practices under intense Congressional scrutiny over the past decade, the Air Force Materiel Command has searched for alternative systems to better manage its consumable inventory. Material Requirements Planning (MRP) is one such system, as is the MRP-based Repairability Forecast Model (RFM) developed by CACI. Because the Department of Defense is facing budget and manpower reductions, the importance of productivity, efficiency, and effectiveness in daily operations is being stressed. Unfortunately, the VOC performance measure does not adequately apply these concepts. By examining the concepts of productivity, efficiency, and effectiveness, the inadequacy of the VOC measure is highlighted. A review of research into performance measurement is conducted, with emphasis on USAF transportation squadrons, to examine perceptions about the VOC measure. Previous research in transportation performance measures found current measures in the operations and maintenance functions inadequate by transportation officers Air Force wide. Past research forced on existing measures and only two transportation functions. Conversely, this research evaluates existing and proposed measures for all base-level transportation functions. The goal of this research is to establish a standardized set of transportation metrics. Metrics are a measuring tool and a component of strategic planning; metrics help organizations meet goals related to customer satisfaction. This research represents an attempt to develop a quantitative tool that could be used to forecast Traffic Management Office (IMO) budget requirements for freight movements at base level within Air Combat Command. Regression analysis, using aircraft flying hours, aircraft sorties, and wing manpower levels as independent variables to predict shipping costs, was used in this research project. Each of the independent variables was aggregated and disaggregated at various levels in an attempt to develop a simple but accurate model.
