The article examines among issues raised in the 2001 Report of the Presidential Committee on Urban Development and Housing, which made recommendations for the National Housing Policy. ln order to appreciate the kind of land tenure system that is operated in the country, the objective of this paper is to highlight the process and procedure individuals or corporate bodies will have to go through in order to secure finance for building or buying a house. Sprawl is neither the ordained nor the inevitable outcome upon the New England landscape. A coordinated response to sprawl by the public and private sectors is possible, and could dramatically improve land use patterns and reduce the cost of local government. For the New England states, such a response would include, among other elements, legislation to eliminate existing gaps in the land use laws of each state – gaps that presently encourage or sanction sprawling development. It would also include incentives for municipalities to think beyond their borders and to act with greater efficiency and effect. It is the purpose …

The high price of housing on the coasts, population growth in the large metropolitan areas of the south, southwest, and west, and the issue of affordability for low- and moderate-income households across the country fueled the view that housing production was insufficient and that the shortfall was contributing to rising prices and limited housing choice. Indeed, underlying all of the housing-related changes and issues of the 1990s were the factors of supply and demand. The nation grew by 13.5 million households while 13.2 million building permits were filed. Nationally, housing supply was just about in balance with population growth. But …

The Center for Housing Research & Policy conducted this survey and analysis of housing on Cleveland’s lakefront for the Cleveland Lakefront Partners, which is composed of the city of Cleveland, Cleveland Tomorrow, the Greater Cleveland Growth Association, and the Cleveland Neighborhood Development Corporation. The report includes both the results of the survey of residents in the multi-county Cleveland region and a comparative study of waterfront populations in the cities of Milwaukee, Chicago, Portland, and Baltimore. The survey results showed that at least 6,000 and possibly up to 9,000 middle and upper-income households would be interested in living on the lakefront …

The main focus of this charrette -- the stature of urban redevelopment relative to suburban "greenfield" development -- was epitomized by two Cleveland-area newspaper items (see Appendix A). One item announced an $850,000 federal grant to a suburb located at the rural fringe of the Cleveland metropolitan area. The grant from the Economic Development Administration of the U.S. Department of Commerce was for construction of a road that would open 250 acres of virgin land for industrial development.

The secondary retail market in Dublin has dramatically altered over the last four years. Indeed, the entire retail market in Dublin and countryside has witnessed a substantial upsurge in activity over the last four years. On Grafton Street retail Zone A rents are breaking £2,153 per square metre (£200 per square foot) barrier and premiums are in the region of £300,000 -£400,000. There is currently a shortage of good retail investment opportunities on Grafton Street, which is leading investors to turn to Dublin’s other prime street, Henry Street. Barely noticed amid the returns from the 1998 midterm elections was a quiet revolution that goes to the heart of how and where Americans live. While most news accounts focused on the high-profile candidate elections, voters across the nation-in Democratic and Republican areas alike-approved more than 160 state and local ballot measures intended to preserve open space and limit urban sprawl.
The coalition forming around the idea of limiting sprawl includes environmentalists, farmers, big-city mayors, and some developers. But perhaps most important, the so-called "smart growth" movement also includes many suburban voters who are fed up with growth. For example, …
