Cartagena is a South American city whose historical built environment has been recognized as a World Heritage Site due to the preservation of elements of the Spanish military architecture of the 16th, 17th and 18th centuries. This recognition promoted a tourist and real estate boom in the Centro Histórico and, as a result, its inhabitants have faced gentrification dynamics that are expelling them to other areas of the city. Having an eviction record “blacklists” tenants from finding future housing. Even renters with mere eviction filings—not eviction orders—on their records face the harsh collateral consequences of eviction. This Note argues that eviction records should be sealed at filing and only released into the public record if a landlord prevails in court. Juvenile record expungement mechanisms in Illinois serve as a model for one way to protect people with eviction records. Recent updates to the Illinois juvenile expungement process provided for the automatic expungement of certain records and strengthened the confidentiality protections of juvenile records. Illinois protects juvenile records because it …

While the green building movement is common practice in the commercial realm, it is not yet widely popular with residential buildings. We considered the question “How can residents of western Montana adopt eco-friendly housing practices that are locally appropriate and relevant?” There is an opportunity to increase green living practices among renters and homeowners in western Montana through retrofitting, gardening, composting, and similar behaviors. By considering climatic factors relevant to the region, suggestions for relevant eco-friendly practices can be made available to homeowners and renters alike. This study is designed to determine if tiny houses offer a viable seasonal and/or permanent living environment for Nebraska residents. Two objectives are used to assess the viability of tiny housing in this Midwestern state. The first analyzes the economics (demand, supply, and cost) of tiny housing in metropolitan areas of Nebraska. The second identifies barriers to occupancy of tiny houses in the state. The results of this research are significant because tiny housing presents a means to address the state’s need for more affordable housing options available to Nebraska residents. This study investigated the potential for development of station catchment areas around the proposed California High-Speed Rail System. The study was prompted by a review of practices of Japanese railway company groups that engage not only in train operations, but also in business diversification and property development within the station areas of their lines. These actions allow the company groups to diversify their revenues streams, increase ridership on their lines, and operate as a whole with net profits. Frequently renewable energy investment has been thwarted by principal-agent disconnects. Chief among these is the disconnect in the rental market between tenants and landlords; whereby, the tenant may desire to invest in renewable energy sources but has no means to. An additional disconnect occurs between homeowners and their utilities providers. This dissertation reevaluates the practice of design and real estate in the United States through an insufficiently understood case study of the architect-developer team of I. M. Pei and William Zeckendorf and their twelve-year partnership in urban renewal. William Zeckendorf (1905-1976) was the most ambitious real estate developer in the United States in the 1950s, with an outsize personality and larger-than-life plans. Unlike most developers of the era, Zeckendorf believed that quality design and visionary planning were critical to remaking city cores through urban renewal. To accomplish this, he hired I. M. The housing crisis and the debate about rent control should result in a beneficial change to the regulation of the sector but the opportunity could be lost for want of clarity of thinking about the nature of rent certainty and the distinction between it and rent control. At present rent is regulated by the Residential Tenancies Act 2004 (RTA 2004) which provides that rent can only change once a year and cannot be more than the market rent. A review of the history of housing in Ireland shows that owner occupancy and social housing were policy choices by successive governments. Owner occupancy was heavily supported through a system of grants and tax breaks and social housing was directly provided through local authorities at subsidised rents. Today, Millennials, also known as Generation Y, make up over 25 percent of the United States’ population. In Omaha, they make up 26.9 percent of the population. Between early 2010 and May 2011 the Windham Housing Trust conducted a feasibility analysis to study the possibility of merging with or acquiring the Rockingham Area Community Land Trust, a similar community land trust organization providing affordable housing in an adjacent county.
This study analyzed the one year feasibility study and merger negotiation process between the two organizations, and explored the complex set of relationships between financial partners, communities, residents, and funding stakeholders. The methodology for this work included reviewing current literature about nonprofit mergers and acquisitions, funder involvement, and community impact of consolidating services. Paying any tax is an unwelcome burden, but in Ireland many have a particular aversion to taxes on their homes. We are not alone in this. Elsewhere, taxes on homes are also unpopular; witness the People's Initiative to Limit Property Taxation which forced the California state government to cut property taxes. Nevertheless, residential property taxes remain an almost universal feature of developed countries because of compelling economic arguments for them. Recent interest in cooling towers as a mechanism for producing chilled water, together with the evolution of radiant cooling, have prompted a review of evaporative cooling in temperate maritime climates. The thermal efficiency of such systems is a key parameter, as a measure of the degree to which the system has succeeded in exploiting the cooling potential of the ambient air. The feasibility of this concept depends largely however, on achieving low approach water temperatures within an appropriate cooling tower, at acceptable levels of energy performance. This paper describes a mathematical model of a low approach open evaporative cooling tower for the production of high temperature indirect cooling water (14-16°C) for use in building radiant cooling and displacement ventilation systems. There are several potential approaches to model evaporative cooling, including: the Poppe method, the Merkel method and the effectiveness-NTU (ε-NTU) method. A common assumption, applied to the Merkel and ε-NTU methods, is that the effect of change in tower water mass flow rate due to evaporation is ignored, which results in a simpler model with reduced computational requirements, but with somewhat decreasedaccuracy.
