The importance of supply chain resilience and semiconductor manufacturing has been discussed as a result of the Covid-19 pandemic and its later disruptions to multiple industries (The White House, 2021). This paper uses frameworks developed by Pettit, Fiksel, and Croxton (2010), Ponomarov and Holcomb (2009), and Rao and Goldsby (2009) to identify the semiconductor industry’s risks, capabilities, and interdependencies through an analysis of 45 prominent semiconductor companies. The analysis was done on multiple levels. On the industry level, risks, and capabilities as well as their co-occurrences were analyzed. This work proposes a risk-and-resiliency-intelligent supply chain (RRiSC) tool which is an SC risk management framework that leverages cutting-edge technologies in Artificial Intelligence (AI), Big Data Analytics (BDA), and Digital Twins (DT) to develop specific capabilities for SC risk management. RRiSC is a convergence of mature tools and techniques embedded in three modules: Modeling, Simulation, and Visualization – all together integrate the optimization, simulation, and data analytics to test the performance of the whole supply network under different scenarios through measuring the vital KPIs, identifying the vulnerabilities, and setting proactive plans to diminish risks consequences.

The COVID-19 pandemic has exposed existing vulnerabilities across various sectors of the economy and society. Disruptions to the food chain have been common during the pandemic, resulting in empty shelves at grocery stores and modifications to consumer culture. Within this study, we examined resilience (characterized by flexibility, diversity, redundancy, adaptability, innovation, self-reliance and infrastructure) of small, independent grocery stores in Maine.
