The Life Cycle Costing (LCC) approach focuses attention on all funds to be expended during the useful life of a productive asset including associated activities directly linked to its use. LCC improves upon the procedure/evaluation criterion which is today totally biased towards short-term approach such as considering only first cost or price alone. The obvious benefits of the approach are discussed in detail in this paper for adaptation by organisations. However, the need for approriate data for applying this approach is also emphasised.

Software Cost Estimating Models: A Calibration, Validation, And Comparison, Gerald L. Ourada

This study was a calibration, validation and comparison of four software effort estimation models. The four models evaluated were REVIC, SASET, SEER, and COSTMODL. A historical database was obtained from Space Systems Division, in Los Angeles, and used as the input data. Two software environments were selected, one used to calibrate and validate the models outside their environment of calibration. REVIC and COSTMODL are COCOMO derivatives and were calibrated using Dr. Boehm's procedure. SASET and SEER were found to be un-calibratable for this effort. Accuracy of all the models was significantly low; none of the models performed better against the …

The purpose of the study was to determine what software support cost data and software support cost-related data should and can be collected by the Air Force. In addition, the study was to determine how the subject data should be collected. The collection of this data is necessary in order to measure the accuracy and calibration requirements of the software support cost models used by the Air Force. A preference testing apparatus was designed to give sows continuous access to three farrowing crates with different degrees of visual enclosure. A ‘fully enclosed' crate had solid black panels on the sides and top of the crate, a ‘solid-sided’ crate had the side panels only and an ‘open crate’ had no solid panels over the crate's tubular framework. The crates radiated from a central area sufficient for sows to enter or leave any crate freely. Video recording was used to determine sow position from 3 days before to 6 days after farrowing. This study determined the minimum essential active Army Total Force Combat Service Support structure required for Contingency Force (CF) operations to provide the Army with the necessary organization for a response to a national crisis. A model called MICROFASTALS, used in combination with LOTUS 1-2-3 software, developed these forces. This research analyzed twenty-three maintenance constraint and three production output performance measures for nine SAC aircraft systems. SAS System for Elementary Statistical Analysis is used to analyze twenty-one months of ex post facto maintenance data. Correlation analysis is used to identify maintenance constraints that assist in explaining aircraft maintenance production capability. Forward stepwise regression is used to build predictive models of maintenance production capability for each of the nine aircraft systems. The twenty-three maintenance constraint measures are regressed against three productivity output measures: Mission Capable Rate, Total Not Mission Capable Supply Rate and Total Not Mission Capable Maintenance Rate. Operation Desert Shield/Storm provided an opportunity to test the planning for U.S. forces to operate in a low intensity conflict. Both operations provided the opportunity for the logistics community to observe how the support forces provided the required supplies to the forward combat forces. In response to customers' requests, the U.S. Transportation Command created Desert Express, a daily package express flight from Charleston, SC to Saudi Arabia. This study developed a disposition method to enable major commands to increase the value of their vehicle fleets by optimally replacing less valuable fleet vehicles with more valuable surplus vehicles. The value of an optimal vehicle disposition method is especially significant in light of the decline in the U.S. Department of Defense (DoD) budget and base closures scheduled through fiscal year 1994. The Air Force currently spends approximately $240 million per year for vehicle replacement to maintain its motor vehicle fleet. This thesis examined the concept of 'ramp-to-ramp' aircraft transfers in the Foreign Military Sales Program. Avoidance of storage costs was the major benefit of this concept, and the lack of support equipment and spare parts are the major drawbacks. Planning and coordination, logistical problems, and conflicting USAF regulations, programs, and policies were examined to determine the effect each had on the 'ramp-to-ramp' transfer of the last remaining F-5 aircraft to FMS countries. This study puts USAF War Reserve Materiel (WRM) into perspective. Its purpose is to serve as an introduction for those who wish to further their knowledge of USAF WRM prepositioning. To fully understand the relevant issues concerning the placement of critical European WRM stockpiles, several areas of research are encompassed in this review. An historical analysis of US military logistics is provided. The purpose of this study was two-fold; the first goal was to determine what the SBSS order processing is, and secondly to determine the effect the current method of ECC management has on the SBSS order processing cycle and the level of customer service rendered by base supply. The research revealed that exception management is a crucial component of a successful order processing function. Further, it was established that the level of customer satisfaction experienced is greatly dependent upon good order processing. As a result of the 1979 Defense Management Review, Headquarters, Strategic Air Command has initiated programs of alternative levels of maintenance in order to trim excess costs. This study investigates the suitability of the SAC program which changed selected base-level strategic missile maintenance tasks from three to two-levels of maintenance. Using an opinion oriented questionnaire, this research surveyed a sample of missile maintenance personnel on their perceptions of the SAC program which implemented an alternative to intermediate-level maintenance. Analysis of survey results show respondents tended to believe the SAC program has not added benefit to their mission effectiveness. Other studies …

This study investigated the motivation for defense industrial base contractors to switch to Just-In-Time (JIT) production. Areas of interest included the original motivation for the contractor to change to JIT, how they implemented the change, which JIT methods they used, and what benefits they received from switching to JIT. A review of the current literature on the subject of JIT revealed that JIT is a philosophy of production based on inventory reduction, process improvement, and elimination of waste.
