Advocates of public deliberation and sustained dialogue, like other change agents, often embrace roles as social entrepreneurs and engage in entrepreneurial efforts in promoting their cause. In particular, this may involve locating the resources necessary to establish and engage in programs of D & D, seeking to establish the costs and benefits of such programs, and furthering research into their effectiveness.

This article offers an analysis of a struggle for control of a women’s development project in Nepal. The story of this struggle is worth telling, for it is rife with the gender politics and neo-colonial context that underscore much of what goes on in contemporary Nepal. In particular, my analysis helps to unravel some of the powerful discourses, threads of interest, and yet unintended effects inevitable under a regime of development aid. The task of identifying nonprofit organizations, voluntary action and philanthropy as the principal constituents of a single "sector" within the larger economy, society and polity has been a central challenge for the multidisciplinary paradigm which seems to be emerging in this field. The concepts of the commons and common goods are presented as concepts with important multi-disciplinary implications. The commons is characterized by uncoerced participation, shared purposes and resources, mutuality and fairness and the derivative concept of common goods, as desirable ends which are universal and indivisible within a commons but not necessarily beyond.
