As adult cats can often be difficult to re-home, they may spend long periods in rescue shelters where barren housing and inconsistent handling can reduce their welfare. In this study, 165 adult cats in an animal shelter in Vancouver, Canada, were assigned to four treatments. The Basic Single treatment reflected typical conditions in that particular shelter, with cats handled in an inconsistent manner by various staff and housed singly in relatively barren cages. The research on organizational framing and the metaphor of institutional “thinking” highlight the ways that social problems organizations shape the ameliorative services they deliver. Social problems work then perpetuates representations of problems that may not match the conditions clients face. This study extends social problems literature to argue that organizations sometimes “think” differently about the problems they intend to solve than do persons involved with these problems in everyday life. Using ethnographic research and interviews, this article contrasts the way in which animal sheltering, as an institution, frames the problem of unwanted animals with how the public interprets that problem. …

Although some argue that everyone in the debate shares a passionate concern for the welfare of animals, a rift over this issue divides the shelter community. Ultimately, the best interests of animals may not be best addressed in a climate of controversy and criticism. To understand and perhaps reduce this controversy, the tensions fueling the no-kill conflict need to be identified and the breadth of the gulf separating its two camps assessed.

This article examines several developments in electronic technology which appear to hold great potential for advancing human well-being and community organization and have already manifested some important portion of that potential in recent years. They are, in order of presentation, electronic communication and networking, electronic advocacy, fund raising support, geographic information systems and data base management. We conclude this brief article with a brief discussion of information poverty and the growing disparity of information haves and have-nots.

Patronage is one of the basic concepts in the commons theory of voluntary action; it refers to the giving or donating of resources – money, objects for collection, or repertories of knowledge, skills or ‘know-how’. Patrons – those who give – are one of the three fundamental roles in philanthropods, along with intermediaries or agents, and beneficiaries. Patronage is also a heavily studied subject, extensively written about in the humanities as the items in this bibliography attest.

The HSUS came into being because, for several years previously, a great many people throughout the United States were aware of the tremendous need for a strong humane group that would actively endorse and work towards eliminating, on a national scale, some of the more obvious cruelties and injustices imposed on animals in slaughterhouses and by uncontrolled breeding of domestic pets. They also realized the necessity for a humane organization that would act in a missionary role, to encourage and assist in the formation of humane societies in the thousands of towns and areas where none existed.

The advent of federal funding for rural social services during the late 1960s and 1970s brought about changes in the political organization of rural America. A host of new organizational actors, like Area Agencies on Aging and various local aging agencies were created in rural communities across the country, in the wake of Baker v. Carr with its “one man/one vote” principle and funding through programs like the Economic Opportunity Act and the Older Americans Act. Power is the name of the game in Washington, D.C. Powerful voices representing every shade of opinion on nearly every subject are seeking constant attention from our lawmakers and civil servants. The Humane Society of the United States is likewise working and speaking for the millions of Americans who care about animals. HSUS is investigating federal agency animal management programs; testifying on Capitol Hill; providing expert advice to legislative committees and congressmen; taking legal action in federal courts; serving on advisory committees; and monitoring legislative, regulatory, and legal affairs having to do with animals.

This will include the work of a state federation, a comparison between federations and HSUS branches, and the cooperation in national programs by both-while extending such activities to the grassroots local societies.
