As a responsible developer who wants to remain competitive and relevant, PKNS is very much concerned about the level of their customers' satisfaction. The objective of this study is to identify the attributes that the potential house owners consider important and to determine the satisfaction level of PKNS house owners. Mowen and Minor's (1998) Expectancy Disconfirmation Model of Customer Satisfaction and Dissatisfaction was used as a basis for this study. The Malaysian telecommunications sector was privatized in 1987. A crucial ingredient in the success of the privatization of any telecommunications sector is the accompanying regulatory reforms. The main objective of this study is to examine the regulatory reforms that have taken place in the Malaysian telecommunications sector. Shifting the provision of telecommunications services operations away from the government makes it easier for the sector to achieve greater efficiency and possibly freedom from political intervention. When Chicago resident David Loundy ordered a compact disk on the Internet from a British Web site, he received an e-mail confirming his order. Loundy expected to pay the advertised price of £8.99, or about $14. When he was subsequently charged £12.99, Loundy was incensed. He argued that he had accepted the set price of £8.99 and insisted that he pay no more for the disk. Since the 1970s there has been a paradigm shift away from mass marketing towards the establishment and maintenance of individual relationships known as relationship marketing. Customer loyalty programs can be seen as the tactical strategies that have resulted from this change in focus, as they attempt to retain existing customers by developing a long-term, mutually satisfying relationship. Recognized by the U.S. Chamber of Commerce as one of the world's Big Emerging Markets (BEMs), South Africa has received vast attention from potential foreign investors (IRRC 1994) and has been recognized by scholars as an excellent base for research (Hofmeyr, Templer and Beaty 1994).
