In Federal Trade Commission v. Actavis, Inc., the Supreme Court provided fundamental guidance about how courts should handle antitrust challenges to reverse payment patent settlements. The Court came down strongly in favor of an antitrust solution to the problem, concluding that “an antitrust action is likely to prove more feasible administratively than the Eleventh Circuit believed.” At the same time, Justice Breyer’s majority opinion acknowledged that the Court did not answer every relevant question. The opinion closed by “leav[ing] to the lower courts the structuring of the present rule-of-reason antitrust litigation.”This article is an effort to help courts and counsel …

The Supreme Court’s opinion in Federal Trade Commission v. Actavis, Inc. provided fundamental guidance about how courts should handle antitrust challenges to reverse payment patent settlements. In our previous article, Activating Actavis, we identified and operationalized the essential features of the Court’s analysis. Our analysis has been challenged by four economists, who argue that our approach might condemn procompetitive settlements.As we explain in this reply, such settlements are feasible, however, only under special circumstances. Moreover, even where feasible, the parties would not actually choose such a settlement in equilibrium. These considerations, and others discussed in the reply, serve to confirm …

This study explores the current state of innovation and high-tech entrepreneurial initiatives in Historically Black Colleges and Universities (HBCUs). Previous research showed that institutions’ environment, faculty empowerment, organizational trust, early stage capital, innovation centers and innovative teaching practice had a major effect to support innovation and foster tech-entrepreneurship. We present our conceptual model. The final section explains the current state of research and implications for future research are discussed.

The dynamics of globalization have prompted governments to re-examine accustomed policies, and search for alternative strategies, in order to re-position their economies for the future. This paper explores the spatial context of state involvement in the new economics of competition, with the focus on Singapore's much publicized, and controversial, orchestration of its state enterprise network to encapsulate economic space for Singapore-based firms to expand into the Asian region. The apparent success of Singapore-styled industrial parks in attracting foreign investments into the emerging Asian economies to capitalize on cheap and abundant resources has led, pari passu, to a mushrooming of similarly-patterned competitor parks in close proximity to the flagship projects. Many of the competitor parks offer either similar or comparable facilities, lower rates, or, in some cases, both. The ensuing dynamic competitive interactions between the competitor parks and the Singapore-styled parks have forced a re-examination of the viability of the Singapore advantage in navigating the economics of competition, and in sustaining competitive advantage. Arunachalam Muruganantham is a social entrepreneur dedicated to solving India’s menstrual health problems. He developed an unprecedented product as a solution: a low-cost, locally produced sanitary pad. In a paragon effort of frugal innovation, he reverse-engineered the industrial processes used to make sanitary-pads. The result was a small-scale, low-cost machine that could manufacture quality pads sold at a retail price 20% lower than the cheapest mass-produced brands. The Simplified Technical English Maintenance Group (STEMG) recently made its Simplified Technical English (STE) specification ASD-STE100 available to the technical communication community free of charge. While STE was originally developed for the European aerospace industry, the ASD-STE100 specification has become the most widely used controlled language on the planet. The STE Term Checker is a new tool that lets users of Simplified Technical English automatically check texts for compliance with the word lists and vocabulary rules of ASD-STE100.

Knowledge commercialisation and commodification are important components of universities’ “Third Mission” to contribute to the development of their home regions by strengthening their engagement with the public, private, and third sectors. Entrepreneurship education programmes have tended to develop in parallel to such “entrepreneurial university” initiatives, rather than in intentional alignment with them. Applications using quasi-experimental comparison group designs in regional science and geography have increased substantially over the last three decades, inspired by the work of Andrew Isserman and colleagues in the 1980s and 1990s, robust literatures on quasi-experimental design in fields like education and psychology, a vast program evaluation literature, observational studies methodology in statistics, and the growing interest in experimental and non-experimental (natural) designs in empirical economics.
