All Party Oireachtas Committee On The Constitution Ninth Progress Report, Tom Dunne Jan 2004

All Party Oireachtas Committee On The Constitution Ninth Progress Report, Tom Dunne

Reports

Ireland, like many other countries with high rates of economic growth, is urbanising rapidly. There has been considerable emphasis on planning for this through the National Development Plan, the National Spatial Strategy, development guidelines and other measures. Through these the state intends that a proper planning process will lead growth rather than leaving it to market forces to drive development in what are regarded as undesirable directions. The latter it is feared will lead to unsuitable social, economic or physical outcomes. Unintended results have flowed from the implementation, or flawed implementation of many of these policies and have given rise …

WCBT Faculty Publications

Julia, a professional woman in her mid-thirties, has had relapsing-remitting multiple sclerosis as a part of her life for the last five years. Now she must decide whether to disclose her hidden illness at work. Julia disclosed her illness to her manager in a prior employment, when her MS was first diagnosed, and experienced a supportive response. But she was always mindful that her performance would likely be carefully scrutinized since she was in a job that required strict deadlines. Julia made a career change about a year ago, and did not tell anyone in her new organization that she …

Social Trust, Cooperation, And Human Capital, Fali Huang Jan 2004

Social Trust, Cooperation, And Human Capital, Fali Huang

Research Collection School Of Economics

The importance of social trust on economic growth has been suggested by many empirical works. This paper formalizes the concept of social trust and studies its formation process in a game theoretic setting. It provides plausible explanations for a wide range of empirical and experimental findings. The main results of the paper are as follows. For utility-maximizing players, cooperation arises in one-period prisoner’s dilemmas if and only if there is social trust. The amount of social trust in a given game is determined by the distribution of players’ cooperative tendency. Cooperative tendency is in essence a component of human capital …

Business And Global Governance: The Growing Role Of Corporate Codes Of Conduct, Ann Florini Mar 2003

Business And Global Governance: The Growing Role Of Corporate Codes Of Conduct, Ann Florini

Research Collection School of Social Sciences

These are, in many ways, halcyon days for global business. In a vast ideological shift in the late 20th century, markets rather than governments came to be seen as the road to prosperity. Governments that once nationalized foreign firms now seek out the investment, technology, and managerial expertise such companies can bring. The halls of the United Nations used to ring with calls for international regulation of those dreaded evil-doers, the multinational corporations. Now the UN instead implores business to join with it in a voluntary Global Compact to ensure respect for internationally agreed environmental, labor, and human rights standards.

Investor Skepticism V. Investor Confidence: Why The New Research Analyst Reforms Will Harm Investors, John L. Orcutt

Law Faculty Scholarship

Part I of this Article provides an overview of research analysts and their basic functions, including a discussion of sell-side analysts' role in the market's recent boom and bust. Part II examines the conflicts of interest that have plagued sell-side research, and Part III reviews the Regulatory Actions that are meant to address these conflicts. In Part IV, the author will make the case for encouraging, rather than lessening, investor skepticism in sell-side research and will explain why the Regulatory Actions are not likely to improve the performance of sell-side analysts. Finally, Part V will offer a simpler proposal to …

University Technology Transfer And Economic Development: Proposed Cooperative Economic Development Agreements Under The Bayh Dole Act, Clovia Hamilton

Winthrop Faculty and Staff Publications

Technology transfer enables private industry and academia to make practical use of advanced research, development, and technical expertise. Indeed, universities are a rich source of science and technology that can support local government and business development as well as economic growth. Thus, it is essential for research universities to transfer their wisdom to the public for its use and benefit. Today, universities operate in an economic climate that requires both capital and knowledge; takes advantage of government technology initiatives (namely the Bayh- Dole Act);' and serves as a catalyst for the creation of a large number of new, incubated companies. …

Horse Welfare Since 1950, Katherine A. Houpt, Natalie Waran Jan 2003

Horse Welfare Since 1950, Katherine A. Houpt, Natalie Waran

State of the Animals 2003

There are approximately 6.9 million horses in the United States, more than in any other country in the world (American Horse Council 2000) (Table 1). That fact alone should inspire Americans to improve equine welfare, although it must be said that the state of domesticated horses is better now than it was fifty years ago.

At the turn of the millennium, the most pressing welfare issues of the domestic horse surround conditions found in slaughter and transport to slaughter; pari-mutuel racing; the pregnant mare urine (PMU) industry; the competitive and show industry; and in the development of husbandry-related stereotypes. (Urban …

Tackling Corruption And Promoting Accountability, Jayaprakash Narayan Dec 2002

Tackling Corruption And Promoting Accountability, Jayaprakash Narayan

IIMB Management Review

Ethics in public life in India has to take cognisance of the issues of corruption, lack of transparency and accountability. Dr Jayaprakash Narayan, National Coordinator of the Lok Satta movement holds that enlightened public opinion and informed and collective citizen assertion are the basis of a successful fight against corruption. The specific strategies he suggests are: comprehensive electoral reforms to make election funding transparent and accountable, to curb criminalisation and polling irregularities, and to ensure that honesty and survival in public office are compatible; empowerment of local governments and stakeholders in a way that there are clear links between citizens’ …

Social Entrepreneurship In Singapore, Wee Liang Tan, Teck Meng Tan Sep 2002

Social Entrepreneurship In Singapore, Wee Liang Tan, Teck Meng Tan

Research Collection Lee Kong Chian School Of Business

Social entrepreneurship is a new phenomenon in Singapore. Unlike the US, where there are entrepreneurship programs offered at various ACCSB accredited universities such programs do not as yet exist in Asia. The motivations for social entrepreneurship in Asia differ from those in developed countries. While as social entrepreneurship often stem from the social agenda of successful entrepreneurs who are motivated to repay society, the recent trend of social entrepreneurship in Asia may stem from initiatives directed at political liberalisation and the development of civil society on the part of existing governments. The Singapore government in 1997 introduced a series of …

The Meaning Of Property Rights: Law Versus Economics? , Daniel H. Cole, Peter Z. Grossman Jan 2002

The Meaning Of Property Rights: Law Versus Economics? , Daniel H. Cole, Peter Z. Grossman

Scholarship and Professional Work - Business

Property rights are fundamentals to economic analysis. There is, however, no consensus in the economic literature about what property rights are. Economists define them variously and inconsistently, sometimes in ways that deviate from the conventional understandings of legal scholars and judges. This article explores ways in which definitions of property rights in the economic literature diverge from conventional legal understandings, and how those divergences can create interdisciplinary confusion and bias economic analyses. Indeed, some economists' idiosyncratic definitions of property rights, if used to guide policy, could lead to suboptimal economic outcomes.

There Is Nothing More Diverse Than "New", Frederick A. Miller, Roger Gans Jan 2002

There Is Nothing More Diverse Than "New", Frederick A. Miller, Roger Gans

Communication Faculty Publications - Archive

In the organizational competition for talent, successful retention of newly recruited workers is at least as important as the initial hire. Still, many organizations fail to establish a sense of inclusion for new people in much the same way they often fail to create a sense of inclusion for people of color, women, people with foreign accents, or anyone with obvious differences from the “traditional group.” In most organizations, even those that have embarked on “diversity initiatives,” newly hired people often do not feel welcomed. Consequently, turnover rates in the first two years of employment are seven times greater than …

The New Basel Capital Accord: Making It Effective With Stronger Market Discipline, Harald Benink, Clas Wihlborg Jan 2002

The New Basel Capital Accord: Making It Effective With Stronger Market Discipline, Harald Benink, Clas Wihlborg

Business Faculty Articles and Research

In January 2001 the Basel Committee on Banking Supervision proposed a new capital adequacy framework to respond to deficiencies in the 1988 Capital Accord on credit risk. The main elements or ‘pillars’ of the proposal are capital requirements based on the internal risk-ratings of individual banks, expanded and active supervision, and information disclosure requirements to enhance market discipline. We discuss the incentive effects of the proposed regulation. In particular, we argue that it provides incentives for banks to develop new ways to evade the intended consequences of the proposed regulation. Supervision alone cannot prevent banks from ‘gaming and manipulation’ of …

Government Must Make Consequences Clear, Porcher L. Taylor Iii Jan 2002

Government Must Make Consequences Clear, Porcher L. Taylor Iii

School of Professional and Continuing Studies Faculty Publications

With false-profits mania reigning supreme on Wall Street, Congress needs to establish an academy of corporate responsibility and integrity under the Securities and Exchange Commission. This executive training center would have as students the chief executives and financial officers and boards of directors of the nation’s publicly held companies. Senior partners at accounting companies need to be included in this back-to-school group, too. The enforcement-savvy teachers for this two-week academy would be lawyers and accountants from the commission and Justice Department.

Alternative Corporate Governance Systems In Japanese Firms: Implications For A Shift To Stockholder-Centered Corporate Governance, Toru Yoshikawa, Phillip H. Phan Jun 2001

Alternative Corporate Governance Systems In Japanese Firms: Implications For A Shift To Stockholder-Centered Corporate Governance, Toru Yoshikawa, Phillip H. Phan

Research Collection Lee Kong Chian School Of Business

In Asia, the recent catastrophic decline in regional stock markets, continuing currency crisis and failures of major financial institutions and industrial corporations have increased domestic and international interest in corporate governance. Nowhere is this greater than in Japan where financial institution reform has catapulted this to the fore. Agency theory and institutional theory, together with comparative case examples, are used in a study to derive some propositions on the dynamics of changing corporate governance systems in Japanese firms. The study argues for the co-existence of stakeholder and shareholder-centered corporate governance systems in Japan. This argument has an important implication for …

Local Television Journalism: Developing Ethics Through Discussion, Chris W. Allen, Jeremy Harris Lipschultz, Michael L. Hilt

Communication Faculty Publications

The purpose of this paper is to examine the views of local television news producers about ethical policies and situations they face. A majority of respondents agreed that it was important for a television newsroom to have a code of ethics or discussion of ethics in the newsroom. Most often producers perceived that their newsrooms were involved in discussions of fairness, balance, and objectivity; allocating air-time to opposing interest groups or political candidates; and, providing right of reply to criticism. Producers support a written code of ethics, or occasional discussion of ethics in the television newsroom, but see the competitive …

Farm Animals And Their Welfare In 2000, David Fraser, Joy Mench, Suzanne Millman Jan 2001

Farm Animals And Their Welfare In 2000, David Fraser, Joy Mench, Suzanne Millman

State of the Animals 2001

Farm animals have been a traditional concern of the modern animal protection movement. In the early 1800s, when the movement emerged as a significant sociopolitical force in the United Kingdom, its first priority was protection of farm animals, with particular emphasis on cattle and horses. Subsequently priorities changed, and throughout most of the 1900s, animal protectionism in Europe and the English-speaking world focused more strongly on the use of animals for scientific research and on the rescue of abandoned or ill-treated companion animals. Today, however, with vigorous public debate over animal agriculture and its effects, farm animals are re-emerging as …

Qualitative Assessment Of Animal Behaviour As An On-Farm Welfare-Monitoring Tool, Françoise Wemelsfelder, Alistair B. Lawrence Jan 2001

Qualitative Assessment Of Animal Behaviour As An On-Farm Welfare-Monitoring Tool, Françoise Wemelsfelder, Alistair B. Lawrence

Sentience Collection

There is a growing need to monitor the health and welfare of farm animals, and to develop methods which do so efficiently and reliably. A crucial problem with current methods is the integration of separate measurements taken during farm visits into accurate judgements of an animal’s overall welfare state. This paper proposes that the qualitative assessment of animal behaviour may serve as an integrative methodology which could guide the interpretation of other, more detailed welfare measurements. Recent research has demonstrated qualitative behaviour assessment to be reliable and repeatable under controlled experimental conditions. The paper concludes with a discussion of ways …

Corporate Governance And Political Ownership, David Seong Wei Lo Jan 2001

Corporate Governance And Political Ownership, David Seong Wei Lo

Student Works (2000-2009)

This paper makes an attempt to study the concept of corporate governance in a political ownership environment. It emphasizes the relationship between political objectives and governance objectives. The paper first gives a preliminary view of corporate governance and political ownership. It investigates whether political ownership will restrict the functioning of the governance mechanism. By making a case study of several privatised firms with strong political ownership, it shows that there is a strong possibility that political objectives will undermine the governance objectives without a proper check and balance system in place. There are indications that the situation is starting to …

Wage Discrimination Against Working Women, Sarah M. Ganasegeram

Second, the study explores gender-related job segregation existing in government policies, as a cause of wage discrimination. Lastly, it examines gender differences in human capital resulting from lack of access to education, as a cause of wage discrimination against working women. The study uses legal research methodology. The nature of this method incorporates advocacy and persuasion. Case studies based of decided equal pay claim cases are …

Enabling Business - Community Partnerships, Seema Gupta Jun 2000

Enabling Business - Community Partnerships, Seema Gupta

IIMB Management Review

The decade of the 1990s has perhaps seen the most profound changes in global economic structures. The effects of structural adjustment and globalisation and the emergence of the World Trade Organisation (WTO) have meant that the role of business has dramatically changed throughout the world. Statistics of the number of corporations that are larger than nation-states abound and only illustrate the importance of the corporate sector and its impact on the world order.

Privatisation In India: Concerns And Methods, Subhashish Gupta, N S Venkatesh Jun 2000

Privatisation In India: Concerns And Methods, Subhashish Gupta, N S Venkatesh

IIMB Management Review

The recent past has seen a spurt of proposals regarding privatisation. The most famous has been the Kelkar proposal, which was almost immediately countered by a proposal from the chairman of the Disinvestment Commission (DC), G V Ramakrishna, for the setting up of a National Shareholding Trust. In between, the Bombay Chamber of Commerce and Industry had come up with its own proposal regarding disinvestment. These proposals sparked off a debate regarding the privatisation process and brought into focus the issues and concerns regarding privatisation in India

Pain In Farm Animals, L. U. Sneddon, Michael J. Gentle Jan 2000

Pain In Farm Animals, L. U. Sneddon, Michael J. Gentle

Farm Animal Welfare Collection

This review will address how we can measure pain in farm animals and discuss the major causes of acute pain and also chronically painful conditions, and finally make suggestions for future improvements. Pain is a relatively difficult concept to define since it comprises both a physiological sensory and a psychological or emotional component. Pain is the subjective interpretation of nerve impulses induced by a stimulus that is actually or potentially damaging to tissues. The sensation of pain is a response to a noxious stimulus and should elicit protective motor (e.g. withdrawal reflex, escape) and vegetative responses (e.g. cardiovascular responses, inflammation). …

An Invitation To A Side Bet, Shiv Visvanathan Mar 1999

An Invitation To A Side Bet, Shiv Visvanathan

IIMB Management Review

With the grand egalitarian dreams of the 20th century having fizzled out, the world seems marching swiftly to marko-topia. The world of the market is often confused with the world of democracy. Shiv Visvanathan, of the Centre for the Study of Developing Societies, New Delhi, hauls the modern businessman over the coals for having abdicated his larger humanistic responsibilities. The corporate world must question its notion of justice and the bankruptcy of its moral imagination and repay its debts to the environment that has sustained it.
