Now, six years since the first stock assessment, and with the completion of a comprehensive boat-based survey of recreational fishing, ongoing annual monitoring of commercial and charter catches and a third stock assessment completed in 2013, the effectiveness of current management measures is able to be assessed.

The Department of Fisheries (Department) is proposing a new simplified management approach which focuses on fishing as the core criteria in the new licensing framework. Given the low level of impact of aquatic eco-tours and shore-based fishing, consideration is being given to removing the need for these activities to be formally licensed. West Coast Rock Lobster Managed Fishery licensees target the western rock lobster, Panulirus Cygnus using baited pots (traps) on the west coast of Western Australia (WA). It attracted a moderate level of comment with 17 written submissions being received from a variety of stakeholders. The purpose of this report has been to investigate potential reallocation mechanisms for the transfer and/or adjustment of catch shares between sectors and the requirements to allow for their implementation, with particular reference to their application in the Western and South Australian rock lobster fisheries. As part of the Outcomes of the Wetline Review released in 2007 (Fisheries Management Paper 224) the then Minister for Fisheries approved the drafting of the Gascoyne Demersal Scalefish Fishery Management Plan (the Plan). The Hon Norman Moore MLC, Minister for Fisheries re-approved those decisions in 2009. The draft Plan will supersede the Shark Bay Snapper Management Plan 1994.

The Minister for Fisheries has determined that the allocation for sectors in the western rock lobster fishery after reserving one tonne for the customary sector shall be 95 per cent commercial and five per cent recreational.

The notional Sustainable Harvest Level (SHL) for rock lobster is expressed as a range, depending on the status of the stock rather than a specific quantitative limit.

A telephone survey of Department of Fisheries’ stakeholders was conducted in August 2008 in order to evaluate their perception of the Department’s management of commercial and recreational fishing, pearling and aquaculture, and fish and fish habitat protection. The survey also assessed satisfaction with the level of service provided to stakeholders and their involvement in decision making processes. The results of this survey were compared to similar surveys conducted during 2002, 2004, 2006 and a survey of the general public conducted during 2008. Fishing for crustaceans including southern and western rock lobster and deep-sea crab species on the south coast of Western Australia began in the 1960s and has developed significantly through improvements in technology, vessel reliability and the risk and endeavour of some fishers. The expansion in the capacity of the fleet has lead to the development of two managed fisheries.

This paper provides a brief outline of the history of the fishery; details the fishing and management methods presently used; and discusses the options available for future management, particularly ways of limiting fishing effort.
