The Bluegrass Economic Advancement Movement region encompasses the Louisville and Lexington MSAs and the corridor between them. It is an area with much of the manufacturing, medical and transportation & warehousing industries of Kentucky contained within. Over 36% of the population and 38% of the Kentucky labor force live and work in this region. This report analyzes the labor market structure within the region. We also examine the labor market structure in five Workforce Investment Act Regions: Bluegrass, Lake Cumberland, Lincoln Trail, Kentuckiana Works, and Indiana Region 10. UNLV Gaming Law Journal

The newly developed Internet gambling forum has produced myriad legal issues affecting state, federal, and international law. The difficulty in addressing the issues arises from the ubiquity of the Internet. Based on an analysis of the Kentucky Case, this Note argues that a state cannot seize an Internet gambling website’s domain name for violating that state’s laws. First, Kentucky did not have personal jurisdiction over the gambling domain names’ registrars to have authority to seize them. Second, Kentucky’s gambling statute violates the Commerce Clause. Compressed Natural Gas (CNG) is an alternative fuel source which could replace diesel as a fuel for municipal fleets. This paper seeks to examine the viability of CNG and its potential to power Lexington-Fayette Urban County Government’s fleet of waste removal trucks. This paper takes into account financial and environmental factors in determining CNG’s potential, but gives priority to financial considerations. The results of this analysis are mixed—under some future scenarios, compressed natural gas would be a favorable option for the fleet, but given other future scenarios, CNG would not be viable.
