The extant literature has viewed internationalization through the lens of the expansion of developed markets multinational enterprises (DMMs) and newly industrialized markets’ multinational enterprises (NIMMs), largely overlooking emerging markets’ multinational enterprises (EMMs). The central argument of this study is that the internationalization of EMMs follows a different trajectory from that of DMMs. It addresses the question of how EMMs internationalize in terms of the countries to which they expand, the decision-making processes involved, and the impact of home country factors on the chosen internationalization processes. One of the most affluent and developed nations in its region, the city-state of Singapore relies largely on tapping global resources for economic growth, to ameliorate its tiny land area and accompanying lack of natural resources. State-led, market-driven interventions have been the hallmark of the Singapore `success story’. This paper revisits Singapore’s state-enterprise strategy, in the context of the city-state’s determined efforts at internationalization, and takes a closer look at the portability of this strategy, in the framework of Regionalization21, a series of transborder industrialization experiments in Indonesia, Vietnam and China. These state-engineered projects, orchestrated to encapsulate economic space for Singapore-based firms to expand into the region, remains controversial. Singapore’s regionalization stratagem points increasingly towards the influence of both the sociopolitical environment and the economics of competition, in a business environment with an ever-growing number of competitors; to the extent that other forces, particularly political ones, are often sidelined.
