The initial 72 hours after a large-scale crisis are critical in terms of preserving life and property, and the private sector and its critical infrastructure are often called upon to assist government organizations in such events. However, little research explores the unique circumstances surrounding the relationship between public-private partnerships and community resilience in strategic communities including military installations and ports. Using Bryson, Crosby, and Stone's conceptualization of cross-sector collaboration, the purpose of this grounded theory study was to develop a theory of private sector engagement and collaboration with military base and port community leaders in response to large scale crises. …

The Influence Of The Electric Supply Industry On Economic Growth In Less Developed Countries, Edward Richard Bee

This study measures the impact that electrical outages have on manufacturing production in 135 less developed countries using stochastic frontier analysis and data from World Bank’s Investment Climate surveys. Outages of electricity, for firms with and without backup power sources, are the most frequently cited constraint on manufacturing growth in these surveys.

Outages are shown to reduce output below the production frontier by almost five percent in Africa and by a lower percentage in South Asia, Southeast Asia and the Middle East and North Africa. Production response to outages is quadratic in form. Outages also increase labor cost, reduce exports …

Documents play a central role for many organizational processes. Current conceptualizations of documents predominantly engage with documents in two different ways. One sees documents as things with specific properties, and a second sees documents as medium enabling communication across different groups of actors. What is currently not well understood is how documents are perceived either as thing or as medium. This chapter engages with this issue by drawing from Fritz Heider’s epistemology of thing and medium, a concept stemming from social and media theory. It was also intended to bring together a diverse audience from various sectors and agencies in San Diego County and foster cross-sector dialogue about local practices of green infrastructure approaches, obtaining financing, and who has expertise that can help advance practices in the region.

Infrastructure Provision, Gender And Poverty In Indian Slums, Prithi Parikh, Kun Fu, Himanshu Parikh, Allan Mcrobie, Gerard George

We examine the relationship between infrastructure provision and poverty alleviation by analyzing 500 interviews conducted in serviced and non-serviced slums in India. Using a mixed-method approach of qualitative analysis and regression modeling, we find that infrastructure was associated with a 66% increase in education among females. Service provision increased literacy by 62%, enhanced income by 36%, and reduced health costs by 26%. Evidence suggests that a gender-sensitive consideration of infrastructure is necessary and that a ‘one-size-fits-all’ approach will not suffice. We provide evidence that infrastructure investment is critical for well-being of slum dwellers and women in particular.

In November 2014, CCSI and the Institute for Human Rights and Business co-convened a colloquium on policy, law, contracts, and sustainable development, with a particular focus on large-scale investments in the extractive industries and the agriculture sector. The colloquium provided an opportunity for practitioners to share information on their related work, as well as to reflect on current practices and remaining gaps regarding efforts to embed sustainability and human rights into large-scale deals. This outcome document provides a summary of the discussion, while its annex includes information on participants’ relevant programs, initiatives, and tools.

This paper explores the rise and fall of the “family-friendly” Las Vegas marketing era. Through analysis of casino advertisements, internal and external building infrastructure, and qualitative in-depth interviews with industry insiders, this work investigates the city’s reinvention of the early 1990s. Key factors that set the stage for the emergence of targeted family marketing are identified, addressing why this advertising approach ultimately did not sustain. Unique marketing case studies are identified throughout.

In the last decade, there has been a growth in Information Communication and Technology for Education (ICT4E) in sub-Saharan Africa. Through support from local and international development agencies, several Higher Education Institutions (HEIs) have engaged in introducing, implementing and supporting ICT4E. This study aims at providing a description and analysis of the current state of ICT4E implementation in HEIs in Mozambique. An exploratory study of 19 HEIs was conducted using open ended questionnaires and interviews.
