The Minister for Fisheries established this review of open access (wetline) commercial fishery arrangements to provide a more effective management framework for wetline fishing and to complement the recreational initiatives. This must involve the removal of excess fishing capacity, including latent effort, from the fishery and the establishment of a dedicated commercial fishery with clear entry criteria and an appropriate limit on catch in each bioregion. However it must be made clear that the ‘wetline review’ is not a sectoral resource sharing exercise. The ‘Wetline Review’ was established to implement an effective management framework for the commercial sector to complement the recreational initiatives. It must be stressed at the outset that this review is focussed on the take of scalefish by the commercial sector. The existing levels of use between the various user groups in the Gascoyne will be examined under the new integrated fisheries initiative following the implementation of new management arrangements for scalefish taken by the commercial sector.

The purpose of this study is to investigate the correlation of U.S. domestic air travelers and patterns of air travel purchase within the U.S. air travel industry. Influences on the patterns of air travel purchase involved 1) demographic characteristics of travelers 2) benefits to the customer 3) customer attitude toward service providers' (defined as airlines, web-based travel agents, and traditional travel agents and 4) information sources used to select and book a flight for business and leisure trips.

Evaluation of non-functional properties of a design (such as performance, dependability, security, etc.) can be enabled by design annotations specific to the property to be evaluated. Performance properties, for instance, can be annotated on UML designs by using the "UML Profile for Schedulability, Performance and Time (SPT)". However the communication between the design description in UML and the tools used for non-functional properties evaluation requires support, particularly for performance where there are many alternative performance analysis tools that might be applied. Local food system potentials were studied in Washington County, Nebraska, United States. As a departure from most studies of locally based systems, farmers were surveyed in addition to consumers for potential participation. Data about the current food system and opinions and preferences for local production, marketing, and purchasing of food were collected using self-administered mail questionnaires. The response rate was 35% for the farmer survey and 37% for the consumer survey. Results indicated that, on the farming side of the food system, conventional corn and soybean production and marketing predominated in Washington County, and farmer interest in producing for local …

Companies often choose to defer irreversible investments to maintain valuable managerial flexibility in an uncertain world. For some technology-intensive projects, technology uncertainty plays a dominant role in affecting investment timing. This article analyzes the investment timing strategy for a firm that is deciding about whether to adopt one or the other of two incompatible and competing technologies.We develop a continuous-time stochastic model that aids in the determination of optimal timing for managerial adoption within the framework of real options theory. In this paper, we propose the Robust Temporal Constraint Network (RTCN) model for simple temporal constraint networks where activity durations are bounded by random variables. The problem is to determine whether such temporal network can be executed with failure probability less than a given 0 ≤ E ≤ 1 for each possible instantiation of the random variables, and if so. how one might find a feasible schedule with each given instantiation. An increasing number of reports of online auction fraud are of growing concern to auction operators and participants. In this research, we discuss reserve price shilling, where a bidder shills in order to avoid paying auction house fees, rather than to drive up the price of the final bid. We examine the effect that premium bids have upon the final selling price, since they are linked with reserve price shill bids. We use 10,260 eBay auctions during April 2001, and identify 919 auctions involving 322 sellers and 1583 bidders involved in concurrent auctions for the exact same item. We find …

A Multi-Agent Approach For Solving Optimization Problems Involving Expensive Resources, Hoong Chuin Lau, H. Wang

In this paper, we propose a multi-agent approach for solving a class of optimization problems involving expensive resources, where monolithic local search schemes perform miserably. More specifically, we study the class of bin-packing problems. Under our proposed Fine-Grained Agent System scheme, rational agents work both collaboratively and selfishly based on local search and mimic physics-motivated systems. We apply our approach to a generalization of bin-packing - the Inventory Routing Problem with Time Windows - which is an important logistics problem, and demonstrate the efficiency and effectiveness of our approach.

New technological innovations have made it possible for new intermediaries to create value in business processes that involve the procurement of manufacturing and services supplies. Associated with these innovations is the emergence of business-to-business (B2B) electronic markets. These act as digital intermediaries that aim to reduce the transaction costs and mitigate the risks inherent in procurement. The dominant approach to regulating communications networks treats each network component as if it existed in isolation. In so doing, the current approach fails to capture one of the essential characteristics of networks, which is the complex manner in which components interact with one another when combined into an integrated system. In this Essay, Professors Daniel Spulber and Christopher Yoo propose a new regulatory framework based on the discipline of mathematics known as graph theory, which better captures the extent to which networks represent complex systems.
