Collusive Bidding In The Fcc Spectrum Auctions, Peter Cramton, Jesse Schwartz

This paper describes the bid signaling that occurred in many of the FCC spectrum auctions. Bidders in these auctions bid on numerous spectrum licenses simultaneously, with bidding remaining open on all licenses until no bidder is willing to raise the bid on any license. Simultaneous open bidding allows bidders to send messages to their rivals, telling them on which licenses to bid and which to avoid. This “code bidding” occurs when one bidder tags the last few digits of its bid with the market number of a related license. This article presents an overview of how the internet has changed the way employers advertise vacancies and the way technical communicators search and apply for these openings. First, I explore the evolution of how employers have used the internet as a tool for identifying the best candidate for the job. Next, I review seven specific online recruiting strategies used by employers today. Finally, I describe major mistakes made by online job seekers and offer advice on how best to avoid or minimize these blunders. Included is a list of useful job search resources for technical communicators.

The Existence Of Gender-Specific Promotion Standards In The U.S., Kathy Paulson Gjerde

This paper is motivated by the claim that promotion probabilities are lower for women than men. Using data from the 1984 and 1989 National Longitudinal Youth Surveys, this paper tests this claim and two related hypotheses concerning training and ability. It is found that females are less likely to be promoted than males, and females receive less training than males. The relationship between promotion and gender varies across occupations, however, suggesting that the alleged glass ceiling faced by women and other minorities in the workplace is not uniform across all labor markets.

During the last five years, mesh networks have emerged as a promising new technology for fixed wireless radio data networks. Mesh networks differ from traditional wireless radio networks in that customer nodes serve as part of the network backbone by relaying messages from other customers. However, given the high frequency of mesh radio transmitters necessary to provide sufficient data rates, these systems operate by line-of-sight. Thus, the ability to connect random subscriber locations is a major issue. An intermediate step is introduced to the decision dialogue process for decision analysis. Alternatives are refined after they have been generated within a strategy table but before they are subject to more detailed evaluation. Two or more judges create a subjective mapping from alternatives to attributes that will later be mapped to criteria. In strategy tables, each of the alternative strategies consists of a coherent set of choices made across several decisions that are to be coordinated. These strategic alternatives are modified so as to increase their differentiation in the attribute space, rather than in the decision space alone. When …

Labor disputes are an intriguing feature of the landscape of industrialized economies. Economists have had a long-standing interest in formulating a framework for understanding and analyzing labor disputes. The development of noncooperative bargaining theory provided the tools for a theory of collective bargaining and labor disputes. A general aim of this theoretical development is to inform policy makers of the efficiency and equity effects associated with different labor laws and institutions that govern and shape the collective bargaining process. This study constitutes a systematic location analysis of the technology assets of Appalachia. The report identifies and documents sub-regional concentrations of technology-related employment, R&D, and applied innovation within and immediately adjacent to the 406-county service area of the Appalachian Regional Commission. By assembling and analyzing an extensive set of data at high levels of functional and spatial detail, the study reveals localized technology strengths that might be nurtured through focused economic development policy.

Hrm As Chameleon: Is Soft Hrm Rhetoric Used To Disguise An Increase In Managment Control?, Carol Gill

The Critical Perspective proposes that HRM is ineffective, suggesting that only a name change differentiates HRM and its precursor Personnel. Simultaneously, it presents HRM as a predator that uses rhetoric to disguise an increase in management control. This research examines these propositions from the Critical Perspective through a survey sent to Human Resource Managers in 896 large, Australian organizations. The results challenge the propositions of the Critical Perspective indicating that HRM has been implemented in rhetoric and reality. The results also show that HRM does not manipulate the workforce to increase management control by using soft rhetoric to obscure hard …
