The adoption of mobile technologies for emergency management has the capacity to save lives. In Australia in February 2009, the Victorian Bushfires claimed 173 lives, the worst peace-time disaster in the nation’s history. The Australian government responded swiftly to the tragedy by going to tender for mobile applications that could be used during emergencies, such as mobile alerts and location services. These applications, which are becoming increasingly accurate with the evolution of positioning techniques, have the ability to deliver personalized information direct to the citizen during crises, complementing traditional broadcasting mediums like television and radio. Interest in integrative health care is a growing area of health practice, combining conventional medical treatments with safe and effective complementary and alternative medicine. These modalities relate to both improving physical and psychological well-being, and enhancing conventional talk therapy. In an interdisciplinary collaboration, teaching and library faculty have created a series of sixteen on-line video interviews that introduce practitioner-relevant experiences to students as supplemental course material. Several actions by Congress and the IRS aimed to reduce improper claims of the earned income tax credit by increasing preparer penalties and due diligence procedures. * Litigation over restricted stock-based compensation focused on the proper date of the stock's market valuation and the effect of company and SEC restrictions on disposition of the stock. * The Tax Court applied the IRS's recent practice of allowing professional gamblers to deduct ordinary and reasonable nonwagering business expenses over their gambling winnings, overturning a 1951 case holding. * The Tax Court also held that limited partners of a limited partnership who perform …

We study the effects of economic and political integration by presenting a model in which firms compete with each other in both an economic market—where they produce a good and compete for market share—and in a political (rent seeking) market—where they compete for transfers from the government. Growth is driven by firms’ cost-reducing innovation activity and economic and political integration affect firms’ incentive to innovate differently. In this setting, economic and political integration can be seen as complementary. Economic integration, when not accompanied by political integration, can lead to less innovation and slower growth as firms respond to increased competition …

This report, commissioned by the City of El Paso, recommends that El Paso city government undertake a substantial reform of its economic development effort and that public and private sector stakeholders in the broader El Paso region mobilize to create an organizational vehicle for the kind of public‐private collaboration that is driving innovative economic development in many other major city‐regions in the United States. The analysis also calls for a stronger integration of physical, land use, and economic development planning activities in the city and region, consistent with a trend in international best practice in local and regional economic development.

Shared leadership is about collaborative, participatory leadership that takes employees’ views and interests on board in decision-making and leadership process. Cloud computing and software-as-a-service (SaaS) models are revolutionizing the information technology industry. As these services become more prevalent, data security and privacy concerns will also rise among consumers and the companies who consider using them. Cloud computing providers must establish a sufficient level of trust with their potential customers in order to ease initial fears - and ensure certain compliance obligations will be met - at least to the extent that any such inquiring customer will feel comfortable enough to ultimately take the irreversible step of releasing their sensitive data and personal information into the cloud.

Marketers of food products have recently introduced a variety of “functional foods” that promise consumers improvements in targeted physiological functions. However, despite the proliferation of functional food health claims promising more than basic nutrition, little is known about consumer responses to these claims, particularly in information environments in which inconsistent information may be available about the efficacy of a particular functional ingredient.

The purpose of this study is to determine the patterns of capital structure decisions and dividend policy as well as their level of application in Pakistani corporate sector and also to check the impact of capital structure and dividend policy on organization performance. The federal gratuities statute, 18 USC § 201(c), continues to be a source of confusion and contention. The confusion stems largely from problems of draftsmanship within the statute, as well as uncertainty concerning the relationship of the gratuities offense to bribery. Both offenses are contained in the same statute; the former is often seen as a lesser-included offense variety of the latter. The controversy stems from broader concerns about whether the receipt of gratuities by public officials, even from those they regulate, should be a crime. This study examines the impact of financial literacy, accounting information, openness to experience and information asymmetry on the short-term investment decision making of the stock market investors. For this purpose 23 item questionnaire was developed and distributed among 185 stock market investors through non-probability sampling. The results indicate that all these factors have a significant effect on the short-term investment decision making. Results also indicate that individual investors with higher educational qualifications have more intentions for short-term investments as compared to the investors with other qualifications.

Three specific recent developments in the evaluation of UK university research—the Research Assessment Exercise, the common performance indicators for the research councils, and the ‘evaluation portfolio’ of the Economic and Social Research Council — are described, and how they work in practice is examined. As in other countries, we find some tension between the criteria of excellence and socioeconomic benefit in valuing research outcomes. Driven by government policy, the primacy of peer evaluation based on publications is being strongly augmented by methods and performance measures that attempt to capture the broader benefits and impacts of academic research within the context …

This paper examines how federal systems of government in Canada and Australia deal with the challenges of promoting regional innovation and knowledge-based industries. It focuses on selected cases of federal and regional (provincial or municipally based)policy initiatives and structures that support cross-sector collaboration between ‘knowledge institutions’(such as universities) and locally based industries. The study reveals both anticipated commonalities in and unexpected differences between the Canadian and Australian innovation environments and policy approaches. Federalism, resource-based economies and sparse population have led to similar concerns and solutions. An international study compared methods used to monitor and evaluate the outcomes of university research in the United States, Canada, the Netherlands and elsewhere. It aimed to provide a foundation for improving the evaluation of research and research training in Australian universities. Evaluation methods were considered in terms of their audience, the type of outputs, outcomes or impacts being measured, and the types of research funding support schemes to which they were applied. The study found that Australian research agencies are generally in line with ‘common practice’ in the countries studied, and in some cases in advance of it. The …

In this article we trace changes in the institutional and social dynamics that have steered cross-sector R&D collaboration in Australia. Public policy provided the initial push toward cross-sector collaboration. The Cooperative Research Centres (CRC) Program is Australia's most longstanding national arrangement for industry-university-government research collaboration. Over the past two decades the program has grown to become the dominant model for cross-sector R&D cooperation in the country. Because of the size of the program in the Australian innovation system it has also become a major focus for debate about science policy. Conceptual models of regional innovation systems have prompted major government initiatives in Europe and North America to assess and to promote local innovation and learning capabilities. In Australia, by contrast, local governments and other local organizations concerned with economic and social development are faltering.
