Small business leaders face a wide range of cybersecurity threats. Ransomware is a specific cybersecurity threat that cybercriminals can use to deny small business leaders’ access to data in exchange for a ransom payment. Grounded in routine activity conceptual framework, the purpose of this qualitative multiple case study was to explore effective strategies small business leaders use to address ransomware. Data were collected from 5 leaders of small businesses in the southeast region of the United States. Data sources included interviews and archival documents. U.S. Department of Veterans Affairs (DVA) leaders created a Veterans First Contracting Program (VFCP) under Public Law 109-461 to provide procurement opportunities for veteran-owned small businesses (VOSBs) and service-disabled veteran-owned small businesses (SDVOSBs). However, DVA leaders established a preference hierarchy that increased opportunities for SDVOSBs and decreased opportunities for VOSBs. Research was lacking regarding the effects of the preference policy on VOSBs as a distinct small business category. Passage of the Patient Protection and Affordable Care Act (PPACA) in 2010 prompted the question of how independent businesses may react to the employer mandate in the PPACA. The law is based on the theory of managed competition and it is more likely to affect businesses with fewer employees than to affect larger businesses that already offer health insurance.
