Since 1990, entrepreneurship has been declining in the United States, which negatively impacts the standard of living in the United States by creating fewer jobs and fewer innovations. Identifying and implementing strategies to increase client’s participation in entrepreneurship programs helps business leaders obtain additional funding sources, improve organizational performance, and obtain support from policymakers. AbstractSaudi policymakers developed short-and long-term plans supporting the electronic commerce of small and medium-sized enterprises (SME) to increase sales. Saudi SME managers who do not take advantage of these plans to increase sales may lose profits. Grounded in Rogers’s diffusion of innovations theory, the purpose of this qualitative multiple case study was to explore strategies SME business managers use to increase retail electronic commerce sales. Small businesses owned by military veterans represent a source of new jobs, yet more than half of these businesses fail to survive beyond 5 years. These failures could lead to efforts to identify strategies that owners can use to avoid failure. The conceptual framework applied in this case study was the triple-loop learning theory. Fifty percent of small businesses launched survive 5 years or more and about 33.3 percent continue operating for 10 years or longer. This transcendental phenomenological study included Cantillion's theory of entrepreneurship to explore strategies used by successful second-time business owners after a failed first launch. Face-to-face interviews took place with 12 successful second-time business owners in Fairfax County, Virginia, whose first business had failed. Interviews were transcribed and analyzed using a modified Van Kaam method to identify strategies small business owners used to succeed beyond 5 years after a failed first business venture. Saudi Arabian entrepreneurs face major difficulties with the country's complex regulatory system. Based on Schumpeter's theory of entrepreneurship, the purpose of this phenomenological study was to reveal the lived experiences of Saudi entrepreneurs in navigating regulatory procedures in Jeddah. Data were collected through prolonged, face-to-face phenomenological interviews with 22 Saudi businesspeople who started successful businesses. The van Kaam method and member checking helped validate the transcribed data, which were subsequently coded into 4 themes.
