The purpose of this qualitative case study was to investigate and deepen the understanding of employee engagement in the multigenerational workforce of a federal agency. Organizational culture in combination with the dispersion of staff across multiple generations presented the opportunity to inform the case study through scientific management theory and the theory of generations as well as concepts regarding organizational change, employee satisfaction, and organizational leadership. Research questions involved investigating factors influencing the reduction in employee satisfaction and engagement, the impact of generational differences, and the role leadership plays in altering employee engagement. In the wake of budgetary restraints, many local government organizations are examining existing sources of revenue to exhaust available streams without increasing constituents' financial burden. Some of these revenue streams include nontraditional sources, such as traffic citations, yet little research has explored the implications of revenue generated from fines from traffic citations. Senior leaders in state government public sector agencies must manage employee performance to ensure quality services to the citizens they serve. Limited academic research exists to study the barriers that these leaders acknowledge as deterrents to managing employee performance. The purpose of this qualitative study was to understand the reasons that public sector leaders at the Ohio Department of Transportation (ODOT) were challenged to manage employee performance and explore the role of transformational leadership. The ODOT was selected for this research because two prior worker surveys conducted by the agency revealed that employee performance accountability was an issue of concern. …
