The lack of labor and financial resources in local Jamaican governments’ corporation negatively impacts senior management government officials’ sustainability efforts. Grounded in Buchanan’s and Tullock’s public choice theory, the purpose of this qualitative phenomenological study was to explore the lived experiences and perceptions of 20 randomly selected Jamaican senior management government officials from two local government corporations concerning the financial and human resource capacity issues. Data were collected using semistructured interviews, government documents, and public and government legislative data. Probation and parole officers (PPOs) deviate from evidence-based practices implemented to reduce recidivism among adult felony offenders. PPOs fail to adhere to risk-need assessment results during case management, but prior research has not established the reasons for this deviation. This qualitative phenomenological study explored the lived experiences of PPOs implementing the risk needs responsivity (RNR) model by addressing the criminogenic needs of adult felony offenders. The theoretical framework for this study was based on Lipsky’s street-level bureaucracy theory, Becker’s labeling theory, and Andrews and Bonta’s RNR theory. The United States Catholic bishops have used their authority to address the child sexual abuse scandal, but it has been problematic that no one has yet evaluated their exercised leadership styles. In this phenomenological study, I explored U.S Catholic priests' perceptions of the bishops' leadership styles related to how they handled the child sexual abuse scandal. Knowing the bishops' leadership styles was paramount to fill the research gap.
