Harrison Price Company (HPC) was retained by the Cities of Bryan and College Station, Texas, the Bryan and College Station: Chamber of Commerce, Convention, and Visitors Bureau as well as the Bryan Business Council to study the status of the tourism market in the area. Impetus for this effort was provided by development of the George H.W. The analysis updated and revised Harrison Price Company’s (HPC) prior feasibility study for the project, completed in September 1992, to reflect expanded entertainment content in the Auditorium location, which substantially enhanced the attraction's attendance and financial outlook.

To facilitate and stimulate the process of development planning of Kishiwada City, management of Fukunan Kaihatsu Company authorized a charrette conference in which company management and an outside group of planning professionals addressed the question of an appropriate concept for development on this site. This report endeavors to summarize the findings of the charrette and its preparatory work.
