Cases of ransomware within local government agencies have become prevalent over the last decade. While solutions to ransomware are available, local government agencies are slow to implement such measures. As a result, local government agencies are among the most famous victims of ransomware. This project attempts to provide an answer for ransomware prevention within these agencies from a public policy perspective. To formulate this answer, the issues local governments face in combating ransomware are compared to the solutions implemented in the private sector. E-government is important for China’s economic and social development. A measurement is developed and applied to assess the readiness of local Chinese governments for e-government. E-government development status of local Chinese governments is assessed through evaluation of their websites. This paper describes a new Statistical Process Control technique to better manage the engineering Information Technology life cycle process. This includes the identification of the activities in the engineering IT support lifecycle initiation, reproduction, analysis and resolution phases. The performance of these lifecycle activities are analyzed using a highly modified Chart of Individuals, Statistical Process Control approach. This new type of SPC system can help engineering IT management to determine whether or not a support incident is in control. Out of control support incidents can then be investigated for special causes so that corrective action may be taken.

The U.S. government is facing a human capital crisis in the next five years whereby around half of the federal civil servants will be eligible to retire. Because of this ensuing dilemma, each government agency is developing a human capital strategy. A key pillar underpinning this human capital strategy should be "knowledge management". This paper discusses the knowledge management strategy for a large government technical organization, and explains how knowledge management, discovery informatics, and lessons learned systems can become a central component of a human capital strategy.
